Appointment of secretary JKAACL J&K govt likely to constitute search committee

JAMMU, Aug 3: Jammu and Kashmir government is likely to constitute a search committee for the appointment of secretary of Jammu and Kashmir Academy of Art, Culture and Languages (JKAACL).
Highly placed sources said that government is contemplating to constitute five member search committee to finalize the appointment of the successor of Zafar Iqbal Manhas who is superannuating on Aug 31, 2011. Manhas is demitting office after serving the academy for three years and three months.
Sources said that the five member search committee comprising of Mohammed Yousuf Taing, Mohammed Shafi Pandit, Nilambhar Dev Sharma, Mohammed Sayeed Khan and Prof. Rehman Rahi has been tasked with finding the most suitable person for the post of secretary of JKAACL. They said that though a formal notification is yet to be issued; all the five have been informally apprised of the task being given to them.
Sources did not mince words in saying that the decision to frame search committee was taken after the government was informed that all the three contenders for the coveted post are from Jammu region. It was also briefed about the seniority of these three contenders and told to appoint one of these three as secretary.
However, Chief Minister's secretariat over-turned the advice and decided to go ahead with constituting a search committee so that outsiders could also be given the chance said the sources. They disclosed that once the formal notification is issued, it would be for the first time in the history of JKAACL that a search committee has been constituted to finalize name of a candidate for the post of secretary.
"18 secretaries have been appointed so far without constituting any search committee. This is for the first time that a committee is being constituted for something which the Chief Minister has powers to decide," said a source. He maintained that the three senior officers of JKAACL who deserve to be elevated include Additional Secretary Savita Bakshi, Shamima Akhtar Janbaz who is also Additional Secretary and Editor of Gojri section Javed Rahi.
Both Savita Bakshi and Shamima Akhtar Janbaz have just two years of service left while Rahi has almost 18 years, said the sources. They disclosed that government should have gone by seniority and appointed Shamima Akhtar Janbaz as secretary or for that matter Savita Bakshi. Sources said that government could have also appointed Javed Rahi since he is young and still has a good number of years in service.
However, Government decided not to let the Jammu region dominate the discourse and instead is constituting a search committee so that a particular Kashmiri intellectual having close association with National Conference is appointed as secretary, averred sources. It needs to be mentioned here that if the government would have gone by seniority, Shamima Akhtar Janbaz could have been the first women secretary of JKAACL.
