PMRP projects could become Ali Baba's treasures for officials and engineers | Failing close monitoring | | Early Times Report Jammu, , Aug 4: Jammu and Kashmir Chief Minister, Omar Abdullah Thursday reviewed the progress on various projects under implementation in the State under Prime Minister's Reconstruction Programme (PMRP). Interestingly, the Chief Minister asked the implementing agencies to upgrade the pace of work and expedite the completion within the earmarked timeline. It is hardly a secret that there is a huge leakage of funds at the implementation level of the various PMRP schemes in the state. In fact, the PMRP has become a huge money minting agency for the officials and engineers who are entrusted with the 'speedy completion' of these projects. Now that the Chief Minister has spoken of a timeline approach to the completion of these projects, it would be easier for the unscrupulous officials and engineers to swindle more funds under the garbage of being time pressed to complete these projects. The Chief Minister has in all his earnestness asked the officials and the engineers to complete the various PMRP projects so that their benefits reach the common people at an earliest. Little does the Chief Minister know how much difference these projects have brought into the lives of those entrusted with the implementation of these projects. Howsoever sincere or straightforward the Chief Minister might be in his address to the officials regarding the speedy and timely completion of the various PMRP projects in the state, it is going to make little difference to the officials and the engineers who have made a powerful nexus that has been bleeding the exchequer white here. The Chief Minister has also said that mega projects in the sectors of power, road communication, health and higher education should receive added attention so that the benefits of these accrue to people as early as possible. Are the fruits of implementation not visible to the state government? They must take a look at the houses and the lifestyles of the officials and the engineers who are sweating it out to implement the projects to understand how much differences the funds used for these projects are making in the lives of a few fortunate ones. It is not that each and every officer or engineer engaged in the implementation of the various PMRP projects in the state is corrupt. But, how much difference can a few honest officials and engineers make in a system that is driven by only one force, the force of self gratification at every level.
The meeting was told that out of the total outlay of Rs. 33177 crores under PMRP over Rs. 11065 crores have been spent so far in both Centre and State sectors. The works estimating Rs. 6199 crores are executed by State Agencies in the State sector. Of this amount, Rs. 4609 crores have been so far expended. The State Agencies are also executing Central projects costing Rs. 6341 crores. An expenditure of over Rs. 1624 crores have been incurred so far on these works. The Central Agencies are executing works worth Rs. 20636 crores and they have so far completed the works of the order of Rs. 5171 crores. The figures are impressive and huge. This needs a closer monitoring and auditing system and unless that is done we could have many CWG type scandals brewing under the noses of those who are finally answering to the people for the speedy, honest and corruption free implementation of the various PMRP projects. |
