CIC orders enquiry against Social Welfare PIO | Denial of information under RTI Act | | EARLY TIMES REPORT Srinagar, Aug 5 (KNS): Jammu and Kashmir State Information Commission has requested Deputy Commissioner Kupwara to start an enquiry against a public information officer of Social Welfare Department for failing to provide information under RTI Act to a woman complainant from Kupwara. The Chief Information Commissioner, G R Sufi taking cognizance of the complaint filed by one Haleema Begum of Hangalpora, Vilgam Kupwara asked the DC Kupwara to enquire into the negligence and carelessness of the PIO Nazir Ahmad Mir and Chief Development Project Officer Ramhal, Mohammad Ayub Wani in providing information under RTI Act. Haleema had filed a RTI application before the PIO seeking copy of appointment/engagement order of helper Anganwari ceneter Hangalpora ICDS Project Ramhal. “The PIO and the District Programme Officer has not bothered to respond to the information seeker’s request even upto the date of attendance before the commission. The only plea of the PIO for delaying the information is that copy of the order was to be provided by the CDPO Ramhal,” the CIC order reads. “I had addressed PIOs of Kupwara district on 09-07-2011 and had explained to them all the provisions of law particularly provisions of law relating to forwarding letters to the officer who possess the information and also from whom assistance is sought. But the guidelines and requests to the PIOs have fallen to deaf ears,” Sufi told KNS. The CIC directed the PIO Nazir Mir to explain why penalty under section 17 of the J&K RTI Act, 2009 may not be imposed for not providing information within the stipulated time. (KNS)
