A case of glaring contrast | | | Scores of men,women and children,suffering from terminal ailments,including cancer,pass days and nights within urinals and lavotaries built within and outside the premises of the All India Institute of Medical Sciences(AIIMS) in New Delhi.They are sufferers under inhuman conditions.It is not their choice.It is compulsion.They are under treatment of AIIMS doctors.They do not have money to pay for their expenses in the institute.They do not have a shelter in New Delhi as most of them have come from distant places.(some of them have been given a shelter but others will follow)Others have made pavements as their resting places.There are others who are rag pickers moving from place to place in soiled and tattered garments.This is one side of the story of India and the other is conrast to the sordid story of the poor,the destitute,the orphans.The other side is the rich who feed their dogs and bitches with costly biscuits and raw mutton and chicken,not always boneless because the pet dogs relish munching bones.There are millions who do not have suitable houses.There are many who have three rooms for one person.People in the remote rural areas treat a horse driven cart or a bicycle as much a luxury as several thousand people treat BMW and other big cars. You have millions of people who suffer severe ordeals because of acute electricity shortage and drinking water supply scarcity.There are still severel hundred villages in India where people do not have any supply of electricity and tap water.Imagine the future of people in India when by now 50 crore Indians live below the poverty line.And till three years ago the total number of people living below the poverty line was between 25 crores and 35 crores.The rise has been the result of inflation in foodgrains and food items and sharp rise in the prices of items of domestic use including kerosene oil and cooking gas.One eigth of the people are unemployed and underemployed.Take the case of Jammu and Kashmir over seven lakh educated youth are unemployed and if the problem was not tackled immediately within next two years the number would touch over 10 lakhs.There are still thousands of women in Bihar ,UP,Madhya Pradesh and Orissa who wear one saree throughout their lives and the same saree becomes a shroud when they die. Ask the Indian scientists,industrialists,ruling politicians they will not accept your theory on abject poverty in the country.They will immediately cite missile manufacturing programme,satellite launch proamme,revolution in the sectors of industry and agriculture.They will talk about major power generation plants including the nuclear and thermal power stations.But the moment you talk about millions of people inconvenienced by electricity and drinking water shortage they would accuse you of playing politics.They are not totally wrong.India spends over two billion rupees on launching one Polar Satellite.About 1.3 billion rupees are spent on the satellite and 700 million rupees on the launch. How many power projects,hospitals and drinking water projects can be built from two billion rupees?Not less than 20.It would benefit nearly 20 lakh people.But manufacturing missiles,nuclear weapons,launching satellites are important but development in these sectors need not to be achieved at the cost of human welfare.Can the Government suspend space satellite and missile programme till ailing people got some shelter outside the premier health centres and medical institues in the country ?Possibly it can be done provided the Government's conscience is pricked by the hapless millions.
