Khoda reprimands distt SPs for poor detection of crime; traffic police for rampant corruption | | | Bharat Bhushan EARLY TIMES REPORT JAMMU, Aug 5: Visibly unpset over the dismal performance of his force, DGP Kuldeep Khoda today dealt in detail with the twin issues of "poor detection of crime by thana police and corruption by traffic wing". In a meeting of senior police officers of Jammu range, CID and traffic held at PCR here, he reprimanded district SPs for their lackadaisical approach to crime detection and not dealing with routine affairs in a professional manner. He was, however, highly critical of Samba SSP Israr Khan on this account, a source, who attended the meeting, said. Israr received the sharp reprimand a day after burglars broke into nine shops in a single night in Samba and decamped with cash and valuables, making a mockery of the tight night vigil by police. The DGP was seriously concerned over the poor detection of organised crime, including burglaries, motor vehicle thefts and chain snatching by thana police. He asked district SPs to focus on these issues in a professional manner and check the recurrence of such incidents. The supervisory officers were also directed to personally visit the sites of all suspicious deaths to examine the circumstantial evidence available and make on spot inquires. Khoda asked them to identify crime prone areas and take appropriate measures to check crime. He, however, appreciated the steps taken by police to check bovine smuggling and curb drug menace. Kathua police has in the recent past foiled several bids of drug peddlers to smuggle intoxicants and banned drugs into the state from the neighbouring Pathankote. The DGP emphasised the need for quality and early probe into 'inquest proceedings' initiated by thana police under section 174 of CrPC, cases related to industries and cross-border crime. He also made a special reference of poor traffic regulation in Jammu city and on Jammu-Lakhanpur national highway stretch. He expressed serious concern over the poor image of traffic police and asked IGP (traffic) Hemant Lohia and DIG (traffic, Jammu) Danish Rana to initiate innovative measures to lessen the chances of corrupt practices by traffic police personnel. The DGP asked them to instal CCTV cameras at Lakhanpur to keep a "secret" check on the corrupt practices of traffic police personnel deployed there. The cameras would be monitored by police personnel at PCR, Kathua, he directed. At Lakhanpur and on the national highway, handpicked police personnel be deployed to check registration papers of vehicles, he asserted and asked Danish to personally prepare a list of selected cops for the purpose. The DGP also asked the officers to step up vigil on the eve of forthcoming Independence Day celebrations. Additional DGP (armed) K Rajendra and IGP (CID) B Srinivas also addressed the officers on various important issues. IGP, Jammu, Dilbag Singh told Khoda that in some areas there had been outstanding achievements while in others, more efforts were required to be made to achieve the already fixed targets. Lohia apprised the DGP of the steps taken by him to regulate traffic from Lakhanpur to Jammu and in Jammu city. DIG Farooq Khan, SSP (Jammu) Anand Jain, Israr and SSP (Kathua) J L Sharma gave a detailed account of the cases registered by them with reference to the agenda points. The meeting was also attended by DIG (CID, Jammu) Sunil Sharma, SSP (Jammu) Anand Jain, SSP (CID, SB) Rajinder Gupta, SP (traffic) Zahid Manhas, SP CID CI Yoginder Singh and SP (traffic, rural) Razaq Khan.
