Experts advocate suitable infrastructural development for new colleges | | | EARLY TIMES REPORT JAMMU, Aug 6: The plan of setting up 22 degree colleges in Jammu and Kashmir under the centrally sponsored scheme is yet to make any headway. Official sources said that in at least 10 cases neither the land for the project has been identified nor the Government has initiated measures for acquiring land for the colleges. It is not yet known whether the Government will allot state land for the college projects which could help the Education Department to spend the money on raising the infrastructure for the colleges on modern lines. Experts in the Department of Education said that if portion of the funds earmarked for setting up college buildings was spent on purchase of land not much money would be left for the construction of buildings, laboratories and libraries. These experts have demanded a high level probe in the execution of earlier scheme under which 18 degree colleges were to be set up in Jammu and Kashmir. This demand is being made in the context of the reports that most of the colleges were yet to be functional properly. In certain cases the building construction programme had not been completed and in other cases teachers had not been punctual because of the fact that some of the colleges had been set up in difficult remote areas which have no road connectivity. Experts wanted the National Conference led Government to avoid repeating the mistakes which the former Government had committed in the selection of areas for setting up the new colleges. They said there is still time for the Government to reconsider its decision on opening new colleges in sub areas which had neither the road link nor there was any demand in the area. These experts said that at-least six areas had been left out,which included parts of Ramnagar-Chenani belt
