| Hats off to the people of Jammu. They have once again displayed exemplary unity of purpose, over an act of injustice against them. For last over one month the student community and groups of research scholars in Jammu have been holding protest demonstrations, striking their classes in the collages and university, to press the demand for making the sanctioned Central University Jammu functional, with the appointment of a competent person, preferably a local one, as its Vice Chancellor, to spare loss of one more academic session. The credit for acting as catalyst for the youth, particularly the students and research scholars goes to the student wing of the Panthers Party, NPSU, whose sponsored strike in the university and collages has now entered 38th day and relay hunger strike 13th day. The other student groups are also obliged to jump in the agitation and hold protest against inordinate delay in the matter. Eventually all the student organisations in Jammu have come round to joining the agitation and lodging protests, though on separate platforms, but for the common cause. The lead taken by the student community in the present phase of agitation has also brought a new life to the movement launched by civil society groups, whose movements for the cause, for over a year now was going on at a low key, with holding of sporadic protests, with long gaps. Jammu Province People’s Forum, an amalgam of various social, cultural, professional and trade organisation of Jammu launched hunger strike has also entered 13th day. Eventually, Jammu Bar Association, BJP, Panthers Party, Jammu Units of BSP, LJP, NCP and Panun Kashmir any many others groups have jumped into the fray. Ironically, the BJP and RSS sponsored student organizations, ABVP, which in the past were ahead of all others in fighting against in any justices with Jammu region are the latest entrants in the agitation. The collective struggle of Jammu people has once again proved fruitful, forcing the authorities in the Centre to concede their demand. The State govt. and the Chief Minister Omar Abdullah, who were earlier taking the mild protest by Jammu based organizations over the issue lightly and were adopting a callous attitude, were forced to move in the matter, sensing the brewing unrest may erupt volcanic. The Chief Minister telephonically urged the Union HRD Minister, Kapil Sibal, to take early action in appointing a Vice Chancellor for CU Jammu. This made the latter to recommend the President the name of a Jammuite, a domicile Dogra and former J &K Chief Secretary, SS Bolaria, for her clearance for appointment as the first Vice Chancellor of the Central University Jammu. This is definitely the victory of Jammu people who have once again shown that they will no more bear any regional discrimination and injustice with them. Most of the agitating groups over the issue, have welcomed the proposed appointment. Some others, who have so far not publically reacted to the development, are also reported to be reconciled to the same. They are waiting the formal appointment and announcement of the same, to publically welcome it. However, there is some scepticism among the agitators about the sincerity of the authorities in the matter. It is in the light of fact that assurances given and promises made by the authorities, in the past, to act positively in the matter soon, have not been implemented. Once bitten- twice wise- they don’t want to take any chance now by calling off the agitation, until the order in this regard is issue, after the seal of approval to the same applied by the president of India. But why the authorities are moving in the matter even now at a snail’s pace, allowing students to suffer in their studies, with continuous strike in the colleges and university and unrest going on unabated among the concerned groups? Now, without any further delay the authorities should make official announcement in this regard, to remove any uncertainty and suspense over the matter, to stem the unrest, paving way for the agitating groups to call off the stir. In the meanwhile a student organization, NSF has opposed the appointment of a retired senior bureaucrat from Jammu as VC, stating that only an academician, belonging to the region will be expectable to them. This group of students, may be unwittingly, is playing in the hands of anti Jammu element, providing an alibi to them to further complicate the matter and delay in making the university functional and even sabotage it. Already two academic sessions have been lost, with the authorities taking the excuse of the choice of Vice Chancellor being politicized and undue hassles created. It is time that the Jammu people with sagacity and wisdom come forward and rubbish any move to sabotage the prospect of CU Jammu becoming functional without losing an other academic session. Exercising discretion as the best part of valour, all the agitating groups in Jammu should get reconciled to a senior retired IAS officer, the former Chief Secretary to J&K government, with proven integrity and having required merits and fulfilling the criteria, to fill the slot. SS Baloria is a non controversial person with long record of service in various capacities and having excelled in various fields. As head of the delimitation Committee for administrative reorganization of districts and thesils in the states, he has acted quite creditably, to the satisfaction of almost al sections of the people. As head of the panel appointed by the governor NN Vohra, to negotiate with the leaders of the agitation over Amarnath Yatra land row in Jammu, in 2008, Boloria clinched the deal quite favourable and expectable to the people of Jammu. It is another thing if the govt. latter did not implement all the clauses of the agreement, over which he has now hardly any say, with the panel wound up after completing its task. Scholarly traits and academic acumen are not the monopoly of the teacher in the university. Among the bureaucrats there are many who have extensive research work, on different subject, to their credit. Some of them have even attained doctorate. SS Bolaria is one among them. Precedents are not lacking where bureaucrats, even serving ones of proven integrity and scholarly background are appointed Vice Chancellors of the universities. Mahmood-Ur- Rehman a J&K cadre IAS officer of a rank junior to CS has served as full term VC of Aligarh Muslim University. Even a politician like Chenna Reddy, who later also served as Governor of a state, had a long tenure as VC Jadupur University, in West Bengal. Madan Mohan Malvia, the founder of Banaras Hindu University also served as its first Vice Chancellor. Jammu people have yet to fight many battles against discriminations against them injustices meted out to them. They should preserve their energy for the decisive battle to get share in the political power and decision making, without flittering away their energies over trifles and in hair splitting.
