| 'Stooges' of higher ups ruling roost in PHE Procurement section ......? | | Monoply in purchases, manupulation in postings alleged | | Early Times Report
Jammu, Aug 6: PHE department and the ministry as a whole has the 'dubious distinction' of remaining in news, albeit for all wrong reasons. As if the public oriented issues like water crisis and its ill management during summer months were not enough to keep the department image in bad taste, it is somewhat 'hazy' functioning seen in some of its key branches which is adding 'fuel' on proverbial lines to this kind a tag in the overall system operational within the Department. What makes the scene look more 'ugly' are the allegations that the 'system and style of functioning ' is prevalent on account of complete 'connivance' of higher authorities, the minister's 'knowledge' too not being ruled out.
The point in focus relates to the most vital wing of PHE, the Procurement Division where all is not well in terms of delivering orders and procuring requisite goods besides making purchases needed for various aspects of PHE department. Reliable sources said that some eyebrows have been raised over what exists in Procurement Department of Jammu PHE department where no one , not even those at the helm have dared to question at least two officials of the rank of AEE who are virtually 'ruling the roost' not only in terms of procurement of goods from their 'choicest' companies for apparent reasons but also in 'determining' as to who (high ranking officials)should be there and for how long.
Sources said at least two officials , who are believed to be very close to higer ups and with whose consent they are calling shots, have managed not only to overstay at their present postings, much higher than the normal tenure but surprsisngly , they have allegedly managed to manipulate even the transfers of those whom they consider irritants in 'shady deals' , in some cases within months of their posting in the Procurement section. The two officials along with one 'outsider' who works allegedly as a 'conduit' for supplies from choicest companies and also facilitates the procurement of goods that suits the entire chain, according to sources have virtually monoplised the entire departmental functioning, somethinh which is widely being seen as happening with the consent and connivance of the higher ups at top echeleon.
While the seniormost officials are not ignorant nor naive about the 'shady and hazy' things , no one is actually mustering courage to speak or raise voice, knowing well the 'connivance' link that operates in a very pallned manner, sources added. Their brazen functioning can be guaged from the fact they have managed and continue to manage officials in place who are not irritants and get those transferred in no time who pose any hurdles . The monoply and manipulative tactcis can be guaged from the fact that some officers were either suspended without valid reasons and some tranferred within 3-4 months of posting, all because the blue eyed officals did not wnat them to be in the section. |
