| No need to confront but cultivate employees | | | The attitude of the National Conference led Government towards its employees,including teachers,contractual lecturers,daily wagers,Rehabr-i-Taleem and Rehbr-i-Ziraat employees is pugnacious.Encouraged by calmer current summer than last year and by the unconditional support Chief Minister,Omar Abdullah,has received from the centre and the Congress high command the powers that be in Srinagar and Jammu care least about the employees who have been on warpath during the last over six months.Their strikes,which they resort to intermittently to paralyse work in the Government offices,hardly causes any anxiety to the Government.The Government is unmoved by their slogans,by their breast beating and by their clashes with the security forces.The Government remains unmoved by the fast unto death staged by contractual lecturers in Srinagar.Over 650 contractual lecturers want better service conditions,wage parity with the regular staff and lesser number of teaching sessions.
RET teachers and REZ employees,who have put in more than three to four years service,demand that their services be regularised.Several thousand daily wagers and those appointed on adhoc basis demand that their services be regularised.They raise these demands when a section of the leaders belonging to the ruling coalition keep on dishing out promise after promise to them.What is surprising is that even after a year long haggling and head scratching the Government has neither succeeded in resolving the issues that are raised by employees of various categories nor has it managed to win the goodwill of those who work in Government offices,colleges,schools,in the Departments of Agriculture and allied sectors.The ruling alliance has opted for a tough policy against the employees who are simply demanding release of the sixth pay commission arrears.In the past the Government had claimed to have clinched a deal with the employees under which they were to receive the arrears in instalments and part of those arrears had to be deposited in the provident fund of the employees.
If the deal was clinched why have the employees been forced to go on strike ?If one asks the same question to the National Conference leadership it would hold the PDP responsible for inciting employees to stage protest demonstrations.If the allegations of the NC leadership are correct it means that the employees have been attracted by the programme and policies of the PDP.It denotes that employees have found the PDP led Government far better than the NC led Government.And if it is so,on its face value the NC allegations seem to have no substance,it makes it mandatory for the ruling coalition to initiate measures that may help it to regain the support and the goodwill of the employees and their family members.But the ruling alliance seems to be guided by one principle while dealing with the agitating employees,contractual lecturers and daily wages.It possibly believes in the dictum of spare the rod and spoil the child.The Government should know that neither the employees are as innocent and helpless as school children nor the ruling alliance is a dictatorial teacher.If the Government cannot concede the demans of the employees in one go it can do it in instalments and the need is to cultivate the employees and not confront them. |
