Soz's fresh political salvo: Cong striving to empower panchayats through 73rd,74th amendments | Dissent continues between NC, Congress on 'empowerment' issue….? | | Early Times Report Jammu, Aug 7 : The NC-Congress ties which have turned fragile in the past over a host of key issues once again appear to heading towards edge with dissent and differences still persisting among the allies over empowerment of Panchayats through what Congress has been desiring and asking for right from the beginning- incorporating 73rd and 74th amendments of Indian constitution into the state Panchayati Raj Act. If the statement of the Pradesh Congress Chief Prof Saif-uDin Soz at a public meeting is to be read between the lines and politically deciphered, Congress leadership at the local level has once again started asserting on this issue even as the ruling NC may consider it a closed chapter with adoption and approval of the recently submitted Madhav Lal panel by the state cabinet for empowering the newly elected panchayats . In the recent cabinet meeting held particularly on this issue as main agenda, the cabinet approved the panle's report headed by Chief Secretary which was set up two months back on examining the ways an means to ensure devolution of powers and financial autonomy to the panches and sarpanches who got elected through polls two months back. While Congress as major ally is understood to have unwillingly given nod to the recommendations in the report which has touched upon everything except incorporating 73rd and 74th amendment, the report stands approved and would be shortly implemented in order to make panchayats fully functional . However, Prof Soz's statement at a public meeting at Langate in Kashmir came as assertion once again on this front, which may not be well taken by the ruling NC. The PCC president, who is obviously expected to know the approval of the CS panel report on empowering panchayats , without referring to that today said that Congress is striving to empower sarpanches and panches by bringing in the provisions of 73rd and 74th amendments of Indian constitution into the state Pnachayati Raj Act. Politcial observers are deciphering this as discontent prevalent within local congress unit, if not at the level of high command vis-à-vis the issue of empowerment of panchayats and the manner NC handled it much to suit their own political interests. On the contrary Congress which has major political base in Jammu and most of the leaders have political constituencies here which have been assured full empowerment of panchayats by incorporating these vital amendments feels its interests have been ignored by the alliance partner. Whether Congress wants this assertion take practical shape and how they can ensure this remains to be seen but assertion today coming from none other than the PCC Chief, who also happens to be head of the coordination committee certainly indicates the ties are not so smooth as they appear. |
