CS asks officers to be innovative in sorting out issues

SRINAGAR, Aug 9: Chief Secretary Madhav Lal today asked the Deputy Commissioners to speed up completion of land acquisition cases and settlement of accounts thereof.
The Chief Secretary, who talked to Divisional Commissioners of Jammu and Kashmir and all the Deputy Commissioners through video conferencing here today, directed prompt and judicious utilization of funds under different flagship programmes. He asked them to implement these schemes strictly as per the laid down guidelines.
“Deputy Commissioner holds pivotal post in the district, who has to personally monitor and supervise progress to ensure time bound completion of projects” he said. Madhav Lal stressed on improving the service delivery system through systematic process of removing bottlenecks and sorting out issues.
“You should find solutions to local problems by being innovative and suggest concrete measures to remove impediments that slow down progress of the projects” he asserted. Highlighting the importance of various education schemes, Chief Secretary emphasized on speedy completion of school buildings and other related infrastructure, adding that huge funds on this account should bring concrete results on ground.
On implementation of BADP and BRGF, Madhav Lal called for further streamlining the implementation, advising dovetailing of these schemes with other social sector programmes. He said that Deputy Commissioners have important role viz-a- viz empowerment of Panchayats as per the recommendations. “You need to familiarize with the new setup and get actively involved”, he added.
During the video conference, Deputy Commissioners discussed various issues pertaining to their districts and sought intervention of the Chief Secretary in this regard. Divisional Commissioner, Kashmir, Mr Asgar Samoon and Divisional Commissioner, Jammu Dr. Pawan Kotwal assured that they will personally monitor the progress of the points raised in the interaction.
