Central University: Jammu's another crowning triumph | SLAP ON Leadership's Face | | Neha EARLY TIMES REPORT Jammu, Aug 9: The Dogras of Jammu in general and the Dogra student community in particular have once again demonstrated their strength and brought the authorities to their knees and scored a magnificent victory, notwithstanding the fact that it is a partial victory -- partial victory because the demand in Jammu was for the appointment of a local academician as Vice-Chancellor. The case in point is the appointment former Chief Secretary SS Bloeria as first Vice-Chancellor of the Jammu Central University. The appointment of Bloeria as Vice-Chancellor may not enthuse many in Jammu but the fact remains that he belongs to Jammu and that he is a Dogra. A number of student organizations had publicly stated that they would not accept anything short of a "local academician as Vice-Chancellor." It's closed chapter now. The Government has finally appointed Bloeria and it is hoped that his appointment would be welcomed. At the same time, it is also hoped that Bloeria would come up to the expectations of the Dogras and not allow the Valley-centric NC, the PDP, and even the Congress leadership to politicize the institution the Dogras have got after a sustained struggle, coupled with impressive protest demonstrations, police-students clashes, boycott of classes and hunger-strikes. The fact of the matter is that the Dogras made the authorities to see reason and act. And, it is not the first occasion that the Dogras displayed their strength and resilience. They have been demonstrating their strength, particularly since the 1960s. They had done it in 1966-1967, 1978-1979, 1998 and 2010. University of Jammu, Medical College, Engineering College, Mata Vaishno Devi University and Agricultural University were all established in Jammu by the authorities under mounting pressure from the Dogras in general and the Dogra student community in particular. The Jammu-based political parties, barring some smaller groupings, had held themselves aloof for all practical purposes when the Dogras and the Dogra students launched agitation after agitation to force the authorities to set up institutions of higher learning and technical and professional institutions in Duggar Pradesh. On the contrary, most of the Jammu-based political leaders hobnobbed with the Kashmiri leadership and did their best to defeat the Jammu cause to keep the Kashmiri leaders in good humour. The story of Central University was no different. The Union Government had sanctioned Central University for Jammu and IIM for Kashmir. But the leadership transferred the Central University to Kashmir and made it functional more than two years ago. The official action provoked an explosion in Jammu and the result was widespread protests, with the Dogra student community in the forefront demanding establishment of Central University in Jammu. Such was the nature of the protests that the authorities agreed to sanction one Central University for the state - University to be established in Jammu. University was sanctioned but it was not established because the Dogras and the Dogra student community did not appreciate the decision of the authorities to impose on the Central University Amitabh Mattoo, former Vice-Chancellor of Jammu University and a know sympathizer of Kashmiri separatists and well-wisher of Pakistan. Mattoo had vitiated the University of Jammu by encouraging fissiparous tendencies on the campus and appointing individual of doubtful credentials. The authorities in New Delhi did resist the Dogra opposition but finally yielded taking into consideration the fact that anymore delay in the appointment of Vice-Chancellor could culminate into a major explosion in Duggar Pradesh leading to a serious law and order problem in the province. The whole episode could be construed as a big slap on the Jammu leadership, barring the one belonging to Jammu and Kashmir National Panthers Party (JKNPP). The JKNPP and its student wing as well as its Young Panthers, including brave and committed boys and girls, contributed significantly to the success of the movement. Credit goes to them. Credit also goes to the Jammu Central University Morcha, which took up the cause two years ago in right earnest. Credit also goes to JPPF, Bar Association Jammu, Duggar Pradesh Party, Jammu State Morcha, Chamber of Commerce and Industry, Dogra Liberation Front and a large number of Sabhas and societies. All these associations, Sabhas and societies contributed to the success of the movement in their own way. The Research Scholars Association of Jammu University and several other student organizations also contributed significantly to the success. The most significant aspect of the whole situation was the identification of displaced Kashmiri Hindus with the Jammu cause. On the other hand, the BJP, the Congress, the NC and the PDP leadership watched every development in Jammu as mute spectators. They held themselves aloof, thus once again betraying the cause of the Dogras. One thing is very clear: The Dogras have no faith whatever in the Dogra leaders; they have to fend for themselves; they have to fight for the protection and promotion of their own cause without depending upon the so-called Dogra leaders. Will Jammu's political leadership review their stand on Duggar Pradesh and fight for its cause at any cost? |
