Antony seeks detailed report on Poonch encounter | Trust deficit removing exercise | | Early Times Report Jammu, Aug 9: Both the state Government and the centre seem to be worried over a new trend taking shape in Jammu and Kashmir which has the potential of triggering civilian strike. And this trend pertains to fake encounters and the custodial killing besides alleged rape by the security forces. And it is for the first time that the Defence Minister, A.K. Antony, has sought a detailed report from the Army authorities in Jammu regarding the fake encounter in Poonch in which one civilian killed was shown as Lashkar-i-Toiba commander. Though there have been fake encounters in the past but the Defence Minister has not sought detailed report on those fake encounters within a few days. Informed sources said that the Defence Minister has sought detailed report on the Poonch encounter in order to show the Central Government's deep concern over the incident so that there was no provocation to people to stage violent demonstrations. Similarly the Government has initiated firm measures for taking into custody two policemen on charge of having tortured a civilian to death in the police station in Sopore. This custodial killing has given an opportunity to the vested interests to incite people to resort to protest demonstrations and stone pelting. No doubt one SPO and an army jawan have been arrested on charge of having eliminated a mentally challenged civilian and later claimed that the civilian killed was a top commander of Lashkar-i-Toiba to gain personal benefits, the Defence Minister wants to satisfy himself about the seriousness of the incident. Reports said that both the state and the central Governments want intelligence sleuths to upgrade their surveillance so that vested interests in the police and the Army failed to get an opportunity to indulge in human rights violations which could incite people to stage bigger demonstrations and protest rallies. Senior functionaries in the Army and the police said that during the last two years incidents of human rights violations had registered marked decline and the Sopre and Poonch incidents were simply aberrations and possibly the outcome of overreaction. Consequently, fresh instructions have been issued to the security forces, including the Army, to ensure respect to human rights during search opertations, interrogations and counter insurgency operations. |
