VOJ books TSO, dealer for misappropriating 5100 qtl grains

Jammu, August-11 (JNF):- State Vigilance Organization today booked former TSO CAPD Bhajan Singh and Harbans Lal s/o Paras Ram r/o Village
Khandwal Tehsil & District Jammu and Ors officers/ officials of CAPD Dept for misappropriation of food grains weighing 5101 qtls which was meant for BPL/AAY Families.
According to the verification conducted by the Vigilance
organization that in the year 2004 then TSO Bhajan Singh in connivance
with Harbans Lal and Ors dishonestly processed and recommended the
Harbans Lal to higher officers of CAPD Dept Jammu for his appointment
as Dealer in the Khandwal Area without proper verification of families
mentioned in the list which contained non-existent BPL/AAY families,
thereby facilitating the appointments of Harbans Lal as Dealer.
It has been further revealed that from year 2004 to 2010
on the basis of list of beneficiaries CAPD officers/officials from
time to time without verification of said list kept on issuing
subsidized ration to 165 BPL and 66 AAY families of Village Khandwal
to Ration dealer Harbans Lal, during the verification, only 26 and 17
families respectively under BPL/AAY categories found genuine and 139
families under BPL Category and 49 families under AAY categories total
188 families were found non-existent. During the period approximately
1852.19 quintals Wheat/Atta, 1564.72 quintals Rice under BPL quote,
586 quintals Wheat/Atta and 601.6 quintal Rice under AAY category,
498.05 quintal sugar was issued to non-existent families by the
officers /officials of CAPD Dept.
It has been submitted that by this way Bhajan Singh then
TSO and other officers/ Officials of CAPD Dept by abuse of their
official position and in pursuance to a conspiracy hatched with the
Ration Dealer of Village Khandawal Harbans Lal misappropriated the
above said ration meant for BPL/AAY families and causing a huge loss
to the state exchequer for their pecuniary advantages as the said
ration carries a huge subsidy provided by the Govt. State Vigilance
Organization registered a case under FIR NO 16/2011 u/s 5(1) (c) (d)
r/w 5(2) J&K PC Act and sections 409/120-B RPC against then TSO Bhajan
Singh, Officers/Officials of CAPD Jammu, Harbans Lal Ration Dealer and
started investigation. JNF
