HC determined to render canines toothless
Fighting dog menace

Jammu, Aug 14: The judiciary nodoubt has lost its sheen since 1947 when the democratic rule commenced in this neglected state. However, not withstanding the unfortunate development, the judiciary has been playing a pro-active role in Kashmir. Be it preservation of Dal Lake or trnsfer r of power projects from NHPC, the High Court has not lagged behind. And now it is the dog menace that has attracted the attention of judiciary.
The High Court has directed the Srinagar Municipality (SMC) to cage all the dogs in Srinagar within two weeks. The HC directed the SMC to forget about sterlization. “Catching the dogs is most important”, the HC held.
According to data furnished by the Municipality, the city of Srinagar has around 200,000 stray dogs. The city needs only 5000 dogs for scavenging. The rest, experts believe have to go. The Municipality had plans to poison the dogs. Poison worth Rs 15 lakhs, internal sources said, had been procured but could not be administered as the news was leaked to animal rights activists who came to the rescue of the canines.
The alarming increase of dog population, according to medicos in SMHS hospital was directly proportional to increase in dog bite cases. As per official data, the anti-rabies clinic at Srinagar's SMHS hospital registers 4000 cases of dog bites every year. There has been a staggering increase in the dog bite cases. In 2005, these totaled 4311, while the cases added up to 2,873 in 2006, 3434 in 2007 and 4035 in 2008.
The municipality had plans to sterlize the dogs. However, the plan could not be implemented for various ressons ranging from non-availibility of the veternairy doctors to lack of trained staff for catching the dogs.
The High Court has now directed the SMC to construct Dog Ponds immediately and catch all the dogs within two weeks. The SMC has to act now or face contempt.
The administration had considered a novel method of getting riod of the canines. The Divisional Commissioner, Kashmir, Dr Asgar Hassan Samoon had urged an expert, Khurshid Ahmed Mir to try his skills on two municipal wards on experimental basis. He had claimed to show exit to all the dogs of Srinagar.
Samoon had directed the Municipal Corporation to allow Khurshid try his skills in two wards subject to the condition that he does not kill the canines. Khurshid is not a magician like the Piper of Himelin who got rid of the rats of his town for a few thousand guilders. He is a businessman and runs a consultancy. His services are sought by five star hotels in India and abroad. However, according to insiders, the Piper could not start his work as some elements wanted a contract for killing the dogs. A few dogs were even poisoned and their photographs published in some local dailies.
While nobody in SMC was available for comment, the commoner has welcomed the High Court direction. “The dog population has increase dconsiderably. If this government can’t even kill the dogs what can it do”, he questioned.
