Government told to improve facility for jail inmates | | | Early Times Report JAMMU, August 16: Senior functionaries of various jails in Jammu and Kashmir, besides the senior officers of the Department of Home, have suggested to the Government to initiate measures for increasing the accommodation for the jail inmates.
Official sources said that all the jails and sub jails in the state were crowded which had resulted in mismanagement, indiscipline and regular complaints about poor quality diet and boarding facilities. In support of their contention they said that against the capacity of 400 inmate District jail at Amphalla had about 600 inmates, Srinagar jail having about 500 inmates against the capacity of 300 and Baramulla jail having over 150 inmates against the capacity of 100. Even the central Kotbhalwal jail in Jammu remains crowded because majority of militants, including foreign mercenaries, are lodged in this jail.
Since the Government has not favoured major expansion of the existing 13 jails it has started building new jail buildings in Pulwama, Anantnag, Kishtwar, Bhaderwah and Kargil. This step was taken to avoid carrying detainees to the distant courts. Those lodged in Pulwama jail would have to appear before the court in Pulwama and not necessarily to be taken to Anantnag or Srinagar.
The state Human Rights Commission has suggested the government to improve boarding facilities for the inmates as far as diet and civic amenities were concerned. It has also favoured speedy trial and adequate facilities for taking prisoners to the courts on time and regularly so that there were no complaints about delay in justice which amounted to denial of justice.
Experts have suggested to the government to develop a process under which the trial of all the detainees and other jail inmates was carried out on fast track basis.
