Calling Kashmir as Pak's jugular vein may harm talks | | | The issue of Kashmir is,indeed,ticklish and complex.It has been made more complicated than it is by the divergent statements and signals emanating from political leaders here and across the LOC.Mark the statements that were made in Islamabad,in Jammu and Kashmir and in New Delhi during August 14 and 15.While both the Governor,N.N.Vohra,and Chief Minister,Omar Abdullah,called upon separatists to join the political process for the settlement of the Kashmir issue the National Conference President and Union Minister,Dr Farooq Abdullah,called for sustained Indo-Pak dialogue for resolving all the issues.And except for some political leaders at the national level,who wanted Jammu and Kashmir's integration with India further strengthened and fortified,Kashmir and Pakistan were deliberatly ignored by Prime Minister,Manmohan Singh,during his Independence Day address to the nation from the ramparts of the Red Fort.One interesting aspect in the Governor's suggestion to the separatists to come forward and join the dialogue process was that he was in favour of separatists joining talks for resolving the internal dimensions of the Kashmir issue. In fact the Governor seems to be simply kidding the separatists because separatists,whether belonging to the camp of moderates or the hardliners,want that the external dimensions of the Kashmir issue be settled.They have announced it on many occasions that if there is any issue that has bedevilled the relations between New Delhi and Islamabad it is external dimension of the Kashmir problem.These separatists do not visualise any role for themselves as far as the internal dimensions of the Kashmir issue are concerned.Hence Governor's call to separatists to join the process of dialogue may have no meaning for those who are on the other side of the fence.If Omar and Vohra have been pleading for participation of separatists in the talks has any written invitation from the Prime Minister or the Union Home Minister been sent to them ?So far no invitation has been sent except that Prime Minister has voiced favour for holding talks with all those on the other side of the fence.Why this departure from the early practice when written invitations used to be sent to the separatists from 2003 to 2006 ? While all those who matter here on this side of the border continue to plea for success in the ongoing Indo-Pak talks,confusing signals emanate from those who matter across the border.Between August 14 and 15 mainstram leaders in Jammu Kashmir have been wishing for success in the Indo-Pak parleys but just seven words in the Pakistan Independence Day address Prime Minister,Yousuf Raza Gilani,,said that "kashmir is a jugular vein for Pakistan."Hence if the jugular vein is severed it means death for an individual or for a nation.Considering Kashmir a jugular vein indicates that Islamabad wants complete incorporation of Kashmir with Pakistan.If it is the case what then is the purpose of continuing the process of dialogue.Gilani has been on the offensive whereas Manmohan Singh has been on the defensive.Manmohan Singh rightly talked about economic problems and the Lokpal issues instead of Kashmir and Pakistan during his address to the nation.But his counterpart in Pakistan talked of Islamabad's commitmen to provide moral,political and diplomatic support to the Kashmiris so that they get their rights.He said this in one breath and in the other he wanted the process of dialogue to continue so that all the issues between the two sides were resolved which could help India and Pakistan to get rid of the blight of poverty,illiteracy and backwardness.If New Delhi feels confused and upset over Gilani's statement it is understandable.
