| “Art is long but the time is fleeting” The fleeting of time and lack of concern approach by the successive governments towards the exodus of Kp community causes a gigantic setback to unemployed educated youth of said community who turnout to be the target of squander of golden era ,the times of yore. The ill fate victims of point in time was witness in understandable on their face book when time bounds them with an obligatory to flee from the valley, it was like just hailing in their orchards. The time set ache is not comrade for anyone in this universe, so in puzzle of such overcome harsh circumstances it was only such community people who uphold courageous characteristic well in time and has given lot of sacrifices for the Unity and Integrity of Nation, who are languished in deserted camps, non-camps of Jammu region and other parts of Country since last more than two decades passing their time in miserable and unhappy stipulations at all. It is pertinent to mention here and After all its the same community who left their comfortable homes and hearths and preferred to live in deserts, muddy lanes and dirty streets in the interest of Nation. The Kp unemployed youths have notified that the government had not given age relaxation to jobless averaged Kp youths during the special recruiting process and had been exempted from this facility as well from right to job who are in reality ill fate victims of militancy during the burning situation raised in Kashmir in spirit of year1990 respectively though are residing in camps and non camp sites crying hoarse for the enhancement of the cash relief adding that the market has gone abnormally high and to maintain a family within the amount of present monthly cash relief of Rs. 5000/-per month per family is impracticable. It is also an evident and noticeable that the lethargic approach by the both present state as well centre governments towards ill fate Kp unemployed youth for whom the state of affairs have not taken concretive initiative since the prolong period of time despite the announcement of the Prime Minister regarding sanction of 6000 jobs for the displaced youth two years back, the State Government is unnecessarily adopting the delaying tactics in implementation which demonstrate the setback to the overage unemployed educated youths of the community more. It is imperative to mention here that neither the overage educated youths been agreed or declared to found eligible to provide the jobs under PM special recruitment package nor their come of age wards are fully eligible to come under such special drive policy .The such pathetic recruitment agenda or policy of governments vigorously goes up to certain limitation only so the ill fate victim youths are not yet been benefited by the government totally and completely proves on desk as worthless and meaningless
It is worthwhile to mention here during the last of more than twenty years from all the three regions of state as well centre government has made thousands of appointments in different public sector units with an equal share to all its citizens but except those who becomes the scape goats in the name of national integrity are still rootless , wandering and awaited from the part of government respectively. Unappetizing by means of negative response from the part of the state control administration cause of grave concern among those KP community youths who left their all moveable and immovable business establishment assets in the valley though the point of time were fully engaged in self employment generations Schemes like as by enterprise of Shops , venture of Schools and other installation of mechanism system under self employment generation Projects to earn their livelihood and grow to be self reliant. Deceitful and insincere accomplishment from the part of government is almostly worked out that neither the government has provide to all those ill fate victims any financial assistance cum loan facilities for their reinstatement of business plan. nor any frame work policy had been framed or chalked out to redress or mitigate their sufferings till date who suffered huge uncountable loss during the period of their duress exodus. True in sense is that successive governments have given nothing to this class of the community except the false assurance and commitment which were always been specified by the machinery of state administration in favor of them all what went before days without any optimistic results.
So need of hour is to restore the confidence and faith of KP unemployed educated youths on the Indian system of governance and independent commission of inquiry is needed to probe the human rights violations of victim KP community, detailed action taken reports in case of those got killed since 1989/1990 by the militants be needed shortly.
In this background State and Center governments should reconcile the aspirations of the displaced KP community to be given age relaxation of at least of 10 years and settlement amount of Rs. 25 Lacs .to each overage youth beyond 10 years age relaxation period with special considerations. |
