NRHM for universalizing health care facilities for women, children: Omar | | | Early Times Report SRINAGAR, Aug 16: Chief Minister, Omar Abdullah Tuesday flagged the importance of National Rural Health Mission (NRHM) terming it a core programme to universalize health care facilities for women and children. Expressing satisfaction over the performance registered under NRHM in the state during last couple of years, the Chief Minister said that upgradation and modernization of health and medical service in the State is one of the top priorities of the Government. Omar said flagship programme of NRHM aimed at reduction of maternal and child mortality rates, universal access to public service with emphasis on women and child health, prevention and control of communicable and non-communicable diseases, population stabilization and gender and demographic balance with revitalization of local health traditions and mainstream AYUSH, would help in a big way to address health care needs of the people enhancing health graph of the State. In a PowerPoint presentation the Director NRHM, Dr. Yashpal Gupta said that Jammu and Kashmir has achieved better infant and maternal mortality rate as compared to the national average. He said the indicators of birth, death and fertility rates have also shown improvement during the last two years. He presented resume of the achievements, indicators, physical and financial activities, critical areas requiring concentrated attention and road map for 2011-12. He said by the end of March 2011, as many as 66 CHCs, 156 PHCs functioning as 24x7, 48 Stabilization units, 250 Baby care units and 15 ARSH clinics have been set up in the State under NRHM. Meeting was informed that an amount of Rs. 275 crore have been incurred under NRHM in the State since 2009-10 to the end of March 2011. The meeting also reviewed district-wise achievements and performance registered under NRHM. It was informed that various new initiatives of providing free health service to the women and child are being implemented in the state. A web portal has been recently launched for online recording of pregnant mothers and children in all the districts. So for 6305 records have been entered in the web portal. The link for the website is http://nrhm-mcts.nic.in and registered pregnant mothers are being provided telephonic instructions and other advises during the period of pregnancy and after delivery. It was stated that a Mobile Medical Unit to reach the un-served and under-served areas in the State for health care facilities. 11 such units at a cost of Rs. 45.66 lakhs have been established so far under the first phase. Four district hospitals have been approved for upgradation of infrastructure at a cost of Rs. 2 crore. The State has also initiated the process of accreditation of district hospitals under quality assurance through National Accreditation Board of Hospitals. Two control rooms in each of the divisions to regulate and use ambulances optimally have been established. In first phase 150 basis life support and 25 critical care ambulances are being networked into the system to provide coverage to the entire State for emergency care including referral transport for pregnant women and children. In the second phase 11 more sophisticated ambulances are being added to this network. A Toll Free No: 108 is being obtained for these control rooms, the meeting was told.
