Secretaries’ meeting
CS lays stress on punctuality

A meeting of the Secretaries to Government was held here today under the chairmanship of the Chief Secretary Mr. C. Phunsog. All the senior officers including Financial Commissioners, Principal Secretaries and Secretaries to Government attended the meeting. The meeting deliberated on many administrative and developmental issues besides deciding on several steps to achieve the goal of ‘good governance’
The meeting reviewed the procedure for accord of Administrative Approvals (AA’s) in order to remove the bottlenecks experienced in the execution of developmental works. It was noted with satisfaction that there had been improvement in the disposal of pending cases of Administrative Approvals over the last few months. It was decided to decentralize the procedure for accord of AAs by enhancing delegations to subordinate authorities under the Book of Financial Powers. The meeting decided that the undesirable practice of ordering attachments of officials needs to be curbed. As a first step all the departments were asked to furnish information on attachments within a week’s time.
The Administrative Secretaries were asked to expedite finalization of the Recruitment rules pertaining to their departments and complete the exercise within a period of one month. Instructions were issued to all the departments to have there individual Web Sites which will be hyperlinked to the State Web Ste to allow easy access to information to a common citizen. All the departments were also directed to implement the provisions of the State RTI Act and the rules, frame the Citizen Charters and put these on the Web Site. The meeting also decided to digitize all laws, rules and SROs in order to have a Common Knowledge Bank. The Chief Secretary directed that all the Administrative Secretaries and Heads of Departments should refer the available vacancies to recruiting agencies like the Public Service Commission/State Service Selection Recruitment Board in a time bound manner. The meeting decided that all departments should make efforts to provide barrier free movement to persons with disabilities. As a first step towards that end it was decided to provide ramps in buildings housing the Civil Secretariat at Jammu/ Srinagar, the two Divisional Commissioners, all the Deputy Commissioners and the Directors of Social Welfare. The Chief Secretary, Mr. C. Phunsog instructed all the secretaries to be in complete readiness for the coming budget session of the State Legislature.
Laying stress on punctuality, the Chief Secretary exhorted on the Secretaries to Government to keep a regular watch on attendance in their departments and also constitute special teams to check the presence of government employees particularly in the remote areas. The HODs and Deputy Commissioners have also been instructed to monitor punctuality and attendance in government offices.
