| State sholuld formulate clear land policy : Dr Rangrajan | | | Jammu,Dec 1 Though state tourism minister Dilawar Mir last week decided to put on hold burning 'land lease issue' while referring it to the state cabinet for a fresh review but working group on balanced economic development on Friday observed that if at all state government is willing to invite private investment from outside the state it should devise a clear land policy to woo the investors . Talking to reporters after the meeting of the working group here at state guest house on Friday, Chairman of the group Dr C Rangrajan said that members of the working group have emphasized the need to go in for a clearly defined land policy to avoid any confusion later on. He said, if at all state government is looking forward to promote tourism in a big way and want to improve infrastructure facilities at tourist resorts the state government should formulate a clear cut land policy. He later clarified through working group we are not submitting any recommendations in this regard. "We are only discussing that if private players from outside the state are willing to invest their money under joint venture with local residents the land lease policy of the state government should be clear onthis count and it should be advertised in a way that whoso ever is arriving here with a mindset to invest should know what is the policy of the state government". During the meeting apart from NC Chief Omar Abdullah,PDP Leader Muzaffar Hussain Baig, and JK Panthers party legislator Balwant Singh Mankotia also stayed away. Mr Zora was present for some time but also left the meeting to attend some other function. On the question of submitting their recommendations to the prime Minister DrRangrajan said the working group would submit its recommendations to the PM in one months time period. Focusing his agenda on creating physical infrastructure in the state for over all growth Dr Rangrajan said they had broadly categorized six objectives on the obasis of which they have formaulated certain draft proposals encompassing all sets of opinions. He said major thrust will be on providing connectivity via rail,raod and telecommuniton and expressed the need for expediting the work on in these sectors in order to complete the work on ongoing projects in time. Besides this creating social infrastructure in the health and education sector by promoting vocational studies and bringing mobile health care centres to peoples doorsteps would be the key areas. He said emphasis is also laid on comprehensive fiscal adjustment and balanced regional development with renewed focus on power sector to meet up the growing demand of power to boost infrastructure growth.
