NC in mood to hold Local Bodies polls on non party basis.....?
Congress likely to resent, govt may require amendment in Act

Jammu, Aug 17: The autumn session of legislature next month may see amendment in J&K Municipal Act as ruling NC is in mood to hold forthcoming Local Bodies elections on non party basis. This, however, is subject to 'nod' by its alliance partner Congress which is not favour facing polls on non party basis , given its much stronger political position across the state post Panchayat polls.
Sources said even though Congress, after initial hicups agreed to hold Panchayt polls on non party basis is averse to such proposition this time as party has managed to gain much political ground particularly in Jammu region as well in some unexpected quarters in Kashmir. On the contrary ruling NC , sources said, appears to have made up its mind as it is apprehensive of 'bad performance' in these elections in comparison to its arch rival PDP which has consolidated its position in a much better way during the recently concluded panchayat polls.
Sources said after successful completion of Panchayat elections in the state, the government which is all set to go ahead with polls for Town Area Committees and Municipalities is trying to convince the alliance partner on this proposition for its own political reasons but this apparently doesn't suit the Congress for its own reasons.
If NC sticks to what it wishes , this will surely go against the Congress prospects in Jammu, sources said adding that non party polls will only go out to help BJP which is still in doldrums and in instability after cross voting episode. However, Congress is well aware of this fact if implemented, the decision will only benefit its rival as BJP is not in a position to face the electorate and also in the backdrop of its (Congress') huge success in these polls, non party basis arrangement will in no way prove beneficial for the party in view of the massive political gains it witnessed at least across Jammu region. Sources also said NC is considering to hold ensuing Municipal polls on non party basis as it is apprehensive of poor performance which will directly benefit its rival PDP in Valley.
It is pertinent to mention that in the Panchayat polls, PDP managed to get huge political success as most of elected panches and sarpanches have affiliations with the principle opposition party of the state, giving dent to NC even in its strong political bastions. NC is fearing if the polls are held on party basis, in the present political situation in state, PDP would again make gains, much to the discomfort and loss of the ruling party.
However, analysts say if NC sticks to what it is contemplating, it will affect Congress in Jammu region where it would come as a golden opportunity for BJP which is still in bad shape and on account of the humiliation it faced due to cross voting episode during Legislative Council polls held in April this year. It is pertinent to mention here that during the last Local bodies elections, while Congress won maximum number of seats, it was BJP which bagged a good number of seats that put it at number two.
However, that can hardly be expected in the ensuing polls as Congress has fair chances of sweeping the polls at least in Jammu where the wave and public mood is in its favour and its political base has consolidated further after results of Panchayat polls. This is why non party arrangement may not suit Congress and therefore there are strong possibilities that it will oppose this rightway. Sources said if the two alliance partners stick to their stands, it mat further pull apart the strings of ties which have already turned fragile on a host of other issues. However, it all depends how Coordination Committee , highest body of sorting out differences and building unanimity on issues, would be able to tackle this political issue.
