Empowerment of Panchayats not at the cost of legislators: CM
Says MLAs apprehensive of 'losing authority'

Jammu: Admitting that MLAs had been nourishing some apprehensions that Panchayats once delegated full powers would reduce their importance and role at the ground level, the Chief Minister Omar Abdullah today stated that empowerment of newly elected sarpanches and panches will not be done at the cost of legislators.
" I am aware that MLAs have certain apprehensions in this regard……but it is our responsibility that the interests of the two institutions are not at conflict with each other or clash in any aspect…….", the Chief Minister said observing that since both were working towards welfare of the people it was the duty of the government to devise some mechanism to tackle this issue.
He said MLAs feel that sarpanches and panches once empowered would lessen their importance. That is a matter of concern. But we are in the process of devising a system of grading in a phased manner . "Both have equal importance and authority in the democratic set up", the Chief Minister said assuring this would be sorted out. Responding to one more question on frequency of power cuts have been increased in Jammu, the Chief Minister said since the government has increased supply this year during the peak season, it was for people to reciprocate by paying fee and checking the losses on account of excessive consumption .
"If the things continue in that manner I am afraid my government won't be able to provide uninterrupted supply ."We cannot afford to bear losses on both the fronts…….by not getting adequate revenue and by not checking T& D losses…..the power bill is the only solution which is expected from people or else face cuts", he said in categorical tone. The Chief Minister said his government is aware of water scarcity in Jammu and in order to tackle it, the government has under consideration ERA project costing Rs 980 cr that would help channellize water from Chenab. He also said government is assessing the losses caused on account of damages due to heavy rains recently in Jammu and the affected families would be given relief from CRF. The CM said enquiry would be ordered into collapse of two bridges at Prmandal in Bishnah which were constructed recently.
