Waiting for 'powers' Sarpanches, Panches start 'asserting' in many pockets | Govt in a fix as MLAs term it as 'interference' in their territory | | Early Times Report Jammu, Aug 19 : Post Panchayat polls, notwithstanding coalition government's euphoria and a sense of 'achievement', a political tussle has erupted between MLAs and newly elected Sarpanches and Panches over what can be seen as 'authorised powers' one is entitled to. This has been admitted by none other than the Chief Minister Omar Abdullah himself candidly said that MLAs had reservations about empowerment of Panchayats as they have apprehensions that if 'full' powers were delegated, they would lose grip over the matters concerning masses. The issue has become a real problem for the government which is trying to find out 'ways' to tackle it. In the backdrop of ' war of nerves' between the two, the moot question remains what role exactly representatives of Panchayats would have to perfor, if MLAs continue to object to the 'activities. According to sources, even as the government is process of devising a mechanism to examine the ways and means to ensure empowerment of Panchayats, it is actually faced with this peculiar situation of growing confrontation between the two institutions, which in terms of public welfare are equally important. Sources said both administration and even ministers are facing complaints almost daily from different pockets where the newly elected Panches and Sarpanches have already started behaving like 'bosses', much to the discomfort and annoyance of the MLAs of those areas who see this brazen interference in the matters they should be tackling. In some areas the elected representatives , who have not yet been given any signal as to which direction they have go or start their functioning on what note have started asserting in matters at the ground level in vital institutions like schools, anganwari centers and even health centres. While this has come as an 'unwelcome' activity for those who used to be all powerful and at the helm until polls were conducted, the active role of Sarpanches and Panches has mainly started bothering the Legislators, who look at it as their grip losing over such matters. This is now too widely known and acknowledged in government circles which is why Chief Minister did not deny it. The prime concern of the government, sources said as to how first identify the areas and subjects which can be sort of equally 'distributed' among the two institutions of legislators and representatives of Panchayats so that both feel importance in their roles, sources said adding that the government panel led by Chief Secretary Madhav Lal is actually focusing its exercise on this aspect as desired by the government.In view of increasing activities of the sarpanches, the government is keen to have part of the recommendations of this panel implemented by the end of this month or early next month, sources said , the urgency of the this is also being felt to avoid uproar over the issue in forthcoming session of Legislature which has been convened in September.
