| Summer secretariat; blessing in disguise for ministers | | Jammu mantris tour constituencies | | Early Times Report
JAMMU, Aug 20: Every time durbar move offices are shifted from Jammu or Srinagar, state government makes parallel arrangements for summer secretariat in Jammu and winter secretariat in Srinagar to stay connected with 'aam admi' even after relocating the seat of government.
A special roster, normally on weekly basis is prepared to ensure presence of senior cabinet ministers for the redressal of public grievances. This looks perfectly alright and no one can find shortcomings in the official arrangement as all efforts are made out to fix accountability of senior ministers by making them available for the common masses.
However, the real picture on ground zero is slightly different. Every time a minister is occupying office in the summer secretariat either he /she is busy consolidating his own assembly constituency by touring the different areas and reviewing developmental projects or organizing small public meetings to keep his flock together.
In some cases, ministers prefer meeting delegations from his own constituency and organise meetings of senior state government officers in the presence of their gullible voters to create an impression that he is specially sitting in the summer secretariat to get their work done on priority basis. In case of non -local minister occupying the summer secretariat, no one bothers to pay a visit to the secretariat.
It has been seen these ministers prefer touring the periphery of Jammu district and claim they are going to far off places to review functioning of their ministry. Interestingly, week after week all the senior ministers chair review meetings with head of the departments of all the state government offices. In the absence of genuine meetings of local residents with senior officials or public representatives the entire show is hijacked by the officials as they try and outsmart each other to score brownie points in the eyes of the ministers. |
