J&K IAS Babus own palatial houses, villas, land in posh localities

JAMMU, Aug 22: IAS Babus of Jammu and Kashmir cadre have unveiled details of both movable and immovable properties, their present value and mode of acquiring the same before union government's department of Personnel and Training (DOPT).
Revelations have brought to light the amount wealth in the possession of officers, both honest and those against whom there are cases in vigilance and crime branch of police. Copies of IPRs submitted by 81 IAS officers of Jammu and Kashmir cadre indicate that barring a few, all others are rich and own not only palatial houses but also have land in their possession in posh localities both within the state and outside.
Jammu and Kashmir Housing Board which has been unable to find a patch of land for accommodating Journalists has gifted land to IAS Babus in various parts of the state on throwaway prices. IPRs affirm that IAS babus have managed wealth intelligently and that the concept of 'Hand to mouth' has long been abandoned.
Early Times is in possession of IPRs of 81 IAS Babus. Beginning from 1977 Batch Chief Secretary Madhav Lal, the IPRs have been submitted by all including 2010 batch officers who are presently on deputation in various parts of the state. The IPRs ostensibly speak about how the officers have accumulated wealth and created assets disproportionate to their annual income.
Most surprising aspect of the property statements is the manner in which the officers have seemingly tried to conceal actual value of their properties. Chief Secretary Madhav Lal who joined IAS in the year 1977 owns a house worth Rs 50 lakh at Greater Noida in Uttar Pradesh, Rs. 80 lakh apartment in Vasant Vihar locality and a flat costing Rs. 36 lakhs at Indrapuram in Ghaziabad district of Uttar Pradesh.
However, property dealers in New Delhi confirmed to Early Times that Madhav Lal's net worth, according to the locations mentioned, should be around Rs. 4 to 4.5 crore. They added that all three are posh localities of New Delhi. Madhav Lal's colleague Parvez Dewan too has both land and house both in New Delhi and Srinagar. 1978 batch officer and son of the soil Anil Goswami is also a rich man.
Goswami owns property worth Rs. 38 lakhs. He has not mentioned the present day price of his property but if assessment of real estate owners is taken into account, Goswami's property would fetch him a golden amount in the present time. His batch mate Pankaj Jain has claimed of being in possession of nothing and in fact gone to the extent of saying that his property has been illegally occupied.
Jain mentions that he owns a piece of land in New Delhi, whose present net worth has not been evaluated. Another batchmate of Jain and Goswami, Mohammed Iqbal Khanday owns a house built in 6634 square feet at Tawi Vihar Sidhra in jammu whose present day value is around Rs.80 lakh which includes the household items. Khanday has household items worth Rs. 20 lakh at his Sidhra house.
Khanday has also made a mention of two LIC policies, a group insurance scheme and a saving bank account. Husband-Wife IAS couple Dr. Arun Kumar and Sonali Kumar have said that they jointly own a Villa at Greater Noida whose cost, according to them is around Rs. 20 Lakh. P.G.Dhar Chakerborty has stated that he owns a two bedroom flat at Shipra Suncity and a 300 square meter plot in New Town Kolkatta. According to his IPR, the net worth of these two properties is Rs. 45 lakh.
