JAMMU, Aug 23:
Chairman, Jammu Kashmir National Panthers Party Prof Bhim Singh has expressed surprise on the dead-silence of Team Anna comprising of legal, economic, police experts on the issue of the scope and jurisdiction of their Jan Lokpal.
The Team Anna which claims to be all times expert on the meaning, scope, jurisdiction and competence of the Lokpal which they intend to be passed by the Parliament without a discussion or debate on the subject.
The NPP Chief has posed this question to Team Anna before August 16 whether Team Anna wants a lame Lokpal which shall remain confined to the boundaries of Satluj in Punjab. This is for the reason that no law made by the Parliament can be extended beyond the Punjab.
In J&K no law of the Parliament is applicable may it be Minimum Wages Act, Delimitation Act, Advocates Act or any other legislation. This bar is created by the Parliament itself under the so-called constitutional authority under Article 370.
Prof Bhim Singh has been repeatedly asking Anna Team to let the people of this country and particularly the citizens of India in J&K find out whether Anna Team claim Lokpal shall be applicable to J&K? The people of J&K are the worst victims of corrupt rule in J&K since 1947. It is all because of National Conference-Congress rule. The people of J&K need Lokpal more badly than the people in the rest of the country. The people of J&K are well aware that Lokpal is barred from its entry to J&K by Article 370. This Act can only be amended by the Parliament. Any ban on the legislation of the Parliament to enter J&K is not less dangerous for the security, unity and integrity of the Union. Corruption is cancer whereas a bar on the legislation of Parliament in J&K amounts to a serious threat to the unity, integrity and sovereignty of the whole country. Prof. Bhim Singh has called on the youth, intellectuals, historians, the media persons and nationalist elements in the country to mobilize the opinion in the country for extending the jurisdiction of the Lokpal or Jan Lokpal whatever it may be to J&K so that the integration of the State is complete.
