Early Times Report
JAMMU, Aug 22: Chief Minister, Omar Abdullah has sought Rs 700 Cr under PMGSY for empowerment of Panchayats and other developmental programmes in rural areas under central schemes.
Omar sought the assistance this evening when Union Minister for Rural Development, Jairam Ramesh called on him. Underlining the importance of well knit rural road communication in a hilly State like Jammu and Kashmir, the Chief Minister said that in order to link up 1400 habitations hitherto left out from the PMGSY, the State requires a central assistance of Rs. 700 crores.
There is no denying the fact that a well knit road network is key to development. But, political freedom which includes right to register protest especially on issues like heavy taxation, rising prices, spurious drugs is more important.
The Chief Minister has been talking of creating a network of roads to link people. However in actual practice he has been disconnecting the people, a renowned human rights activist believes. According to him thousands of youth have been taken into custody to ensure a peaceful summer. The goal has been, more or less achieved but the youth continue to languish in jails. "This has adversely affected the social set up in the state especially in Kashmir", he said.
In a democracy the people must have a right to protest. They must get an outlet to give vent to their feelings. But in Jammu Kashmir, the people are suppressed in the name of upholding the security of state. A person is detained for creating a wedge in separatist amalgam, Hurriyat Conference. After two years he is again arrested and detained for trying to reunite the amalgam.
Yes, good roads lead to progress and success. But peace and tranquility can be achieved by giving a clean administration, a free press and a free judiciary to the people. This is the road that the Chief Minister must tread on.
