Congress provoking Jammu youth to take arms | Rs 1000-crore package for K Youth | | Neha JAMMU, Aug 23: The Congress-led UPA Government at the Centre would not abandon its appeasement policy, which is designed to further pamper the already rather pampered Kashmiri youth. Yesterday, The Congress Government launched a Rs 1000 crore "major training-cum-placement programme that aims at "keeping the Kashmiri youth away from separatism." The programme would be implemented in five years and the first component worth Rs 235 crore" was launched by Minister for Rural Development Jairam Ramesh. According to a report, the "second component would be launched by Ministry of Home Affairs" and it will "provide jobs to 40,000 skilled youth like engineering. Medical, nursing or science graduates at a cost of Rs 1000 crore." According to the same report, "first batch of 800 youth, mostly from poorer families and school and college drop-outs, will roll out from training centers on December 20." The comprehensive report nowhere mentions that the programme would cover the youth of the state. It says that the scheme is aimed at "keeping the Kashmiri youth away from separatism." This clearly means that the Congress-led UPA Government has no place whatever in its scheme of things for the discriminated against unemployed youth belonging to the marginalized Jammu province, also called Duggar Pradesh. This also means that the Congress listens only to those who take to arms or who indulge in anti-national and subversive activities and that those who do not imitate the Kashmiri youth and indulge in subversive activities are just irrelevant. The programme as launched on Monday (Aug 22) by the Congress-led Union Government is ill-conceived and ill-designed. It is discriminatory. It is against the national mood that stands for the conciliation and accommodation of the unemployed and frustrated nationalist youth and for producing a moral effect so that no Kashmiri youth dare to challenge the authority of the Indian State. Besides, the programme has the potential of encouraging Kashmiri youth to take recourse to the politics of separatism and communalism in order to frighten the weak-kneed Congress-led UPA Government and fleece the Indian nation. The Kashmiri youth have realized that the best way to fleece the Indian nation is to take to arms. The Kashmiri youth is following in the footsteps of the Kashmiri leadership that has been consistently blackmailing New Delhi under the guise of Kashmiri alienation and getting whatever it wants, thus causing enormous financial losses to the Indian exchequer. It would be only appropriate to say that it is the hard-earned Indian rupees which have been sustaining the separatist movement in Kashmir. In other words, the Kashmiri leadership, both "mainstream" and separatist, and the Kashmiri youth are surviving and thriving on the Indian taxpayers' money. That the just-launched training-cum-placement programme is ill-conceived and ill-designed can be seen from the fact that while the unemployment rate in Jammu province is over 69 percent, it is less than 30 per cent in Kashmir. It can also be seen from the fact that Kashmir occupies almost 75 per cent of the positions in the government and semi-government establishments, located in the state, with the share of the people of Jammu and Ladakh just about 25 per cent. But who cares? Jammu is not Kashmir. Nor does Jammu, unlike Kashmir, threatens India or questions the state's accession to India. Jammu's patriotism has become its disqualification. What an irony! The new package will surely induce the frustrated and despondent Jammu youth to imitate the Kashmiri youth. In fact, the Jammu youth have already realized that if they are to obtain their legitimate due share in the service sector they have no other alternative but to ape the Kashmiri youth. It is ironical that the Congress-led UPA Government is rewarding those challenging the Indian State and ignoring those fighting for the nation and making supreme sacrifices for the national cause. The Congress is committing a grave blunder by evolving and implementing ruthlessly such policies that promote fissiparous tendencies. Those who believe that the Congress might change its attitude towards Kashmir are living in a world of the past. The Congress will not change its attitude. The Jammu youth are fully aware of what the Congress stands for and, hence, the rise of a situation that could provoke them to abandon the constitutional method of agitation and do what the Kashmiri youth do to achieve what they want. |
