Teenagers driving vehicles, administration clueless
Driving licenses on sale on Rajouri

rajouri, Aug 23: In brazen violation of all set rules and norms, transport officers posted in Poonch and Rajouri border districts have seemingly put driving licenses on sale.
Each license is issued at the rate of Rs 5000 with out fulfilling any required formality. This revelation was made by some of the professional drivers before police after the bus accident in Surankote on Saturday in which twenty two people were killed and equal number got seriously injured. The 28 seater minibus was carrying more than 50 passengers at the time of incident, said eyewitnesses.
In a starling revelation, some professional drivers plying at Poonch -Rajouri routes said that the ARTO offices in both the districts of this border region have put driving licenses and other related traffic documents on sale due to which non-professional and untrained teenagers drive vehicles resulting in repeated accidents in the region .
Shakoor, a Tata Sumo driver told this correspondent that his nephew, a class 8th student got driving license issued from ARTO Office Rajouri last month after his father paid an amount of Rs 5000 to the concerned agent who has connections in the ARTO office .
"This is not first instance, hundreds of school going students between the age group of 12 to 16 have been issued licenses by ARTO office Rajouri," said Sheikh Sadeeq Ahmed, a social activist said that a month ago, he requested a senior politician for his recommendation in connection with the issuance of a driving license to his friend.
"He recommended the case of my friend and even rang up the concerned officer for issuance of driving license to the said person. But the concerned ARTO said that the license can be issued only after the ground test of the aspiring applicant," Sadeeq said. He added "The politician told us that license can be issued only after going through the requisite test. Thereafter, we went straight to ARTO office Rajouri and made a payment of Rs 5000 and got license on spot."
Similar story was narrated by one Tassaduq Hussain, a retired Village Level Worker (VLW) of village Saj in Thananmandi Tehsil. Hussain said that he had also paid a hefty amount and got license on spot prepared. A traffic police officer wishing not to be named told this correspondent that teenaged students have been issued licenses by the ART office Rajouri and they can not penalize such license holders.
"I have seized large number of such licenses but could not initiate any action against the holders" said officer. According to insiders in ARTO office Rajouri, at an average 100 licenses are being issued every day from ARTO office Rajouri at Rs 5000 each. The calculation of the amount suggests that the officials of ARTO office Rajouri earn at least Rs 5 lakh per month for issuing new licenses only.
