| Despite Rs 590 crore investment in reforming the irrigation system, 40 per cent land area still without water in J&K | | | EARLY TIMES REPORT
JAMMU, Aug 25: Despite pumping close to Rs 590 crore in improving the irrigation system in Jammu and Kashmir for last six years, nearly 40 per cent of the land area is still without viable irrigation system due to unplanned utilisation of the funds by the executing agencies.
Sources said that with the massive drought and series of failed monsoon in past over a decade, most of the canals and cultivable farm land is facing shortage of water which has also considerably reduced the food production in the state.
Officials said that this money was approved by New Delhi to create water channels and find new sources of the water augment the existing supply chain.
“We cannot say work has not been done, but bottlenecks were there but they are being removed slowly”, said a official. He said that in next five years centre will invest double the money spend so far in past three years to cover drought hit areas and kandi belt. “There was some delay in execution of projects in the past mainly at planning level, but we have streamlined it now”, Minister said.
Sources said that Omar Government is seeking Rs 2200 crore under Integrated Flood Protection Works Project (IFPWP) to take up flood protection work in Chenab and Jehlum, but centre is delaying its release keeping in view the past record of the J&K government.
It is pertinent to mention here that State Government has asked the engineers to prepare project to divert 700 cusecs of water in the Ranbir canal to cover the un-irrigated areas in Jammu region.
“Our engineers are making plans on scientific basis for Naigarh in Kishtwar,
Kathua and Hans’s projects at the earliest which will be funded by the centre”, said Minister for PHE Taj-Mohi-Ud-Din.
Officials said that at present 19 flood protection works are also underway in the
State with central assistance and are likely to be completed by the next financial year. Sources said that keeping in view the problems faced by the state, Planning and Design Division of the Irrigation & Flood Control is being further strengthened to ensure in house planning and design of the projects.
Sources said that Central Water Commission has completed detailed project reports of 21 projects, hydrological and meteorological data collection at 51 locations and snow hydrological studies in Jammu and Kashmir, to suggest ways to face the water scarcity in future. |
