Ignored by Govt, POJK refugees see hope in Anna

Early Times Report
JAMMU, Aug 25: With authorities at the helm of affairs totally sleeping over the issue the problems of thousands of Pak occupied Jammu & Kashmir POJK) refugees are compounding day by day. Seeing no end to their woes and sick of Government's apathetic attitude the POJK refugees have now decided to take refuge under the shadow of veteran Gandhain Anna Hazare who has launched a nation wide campaign against corruption and nepotism.
Seeing Anna's line of action as an only alternative to their problems hundreds of these refugees including a sizable number of men, women and children are daily joining the demonstration at Mubarak Mandi to raise their problems and express solidarity with Anna's movement. According to Rachhpal Singh Chib the PoJK refugees are also the worst victims of corruption as the compensation sanctioned by the Centre in their favour has not been disbursed by the authorities in the state as the refugees were not in a position to grease their palms. This has been main reason of delaying tactics of the authorities in releasing the compensation in the favour of these hapless refugees, he added.
He said lakhs of people were displaced from Mirpur, Deva, Watala, Manawar, Nah, Chhamb, Palandari, Bang, Poonch and Muzafarabad in 1947, 1965 and 1971 war and whenever they pleaded for compensation they were told that they have been temporarily settled here as the refugees had to go back to their homes and heaths but the day never came in last six decades when the refugees could return to their homes and hearths, he added.
Making a scathing attack on Government Chib said these refugees are living in abject poverty as they have left all their movable as well as immovable properties in POK and there is a brewing resentment among the Centre and state governments who till date have failed to sanction the resettlement package.
Chib said that non camp displaced families of 1947 were sanctioned Rs 25,000 as compensation per family in 2000 but the custodian PRO Jammu failed to initiate process of disbursing the relief till date. Similarly the non camp displaced families of Chamb were granted a relief package on August 12. Only 1250 families received this relief while 700 are still waiting for the same.
It is unfortunate that Central Government is totally un concerned towards the problems of POJK refugees as the memorandum submitted by Revenue Relief and Rehabilitation Minister, Raman Bhalla to Prime Minister during March this year for final settlement of POJK refugees has not been conceded by the later. Even the State Government is also maintaining a silence over the memorandum submitted by Bhalla to PM.
He said this indicated that the Centre is adopting its old tactics of delaying and denying the rights to hapless refugees and this will not be now tolerated. This is the reason that POJK refugees are joining the movement launched by team Anna and the organization will extend full support to him to seek justice for poor people of country as well as the refugees.
Highlighting the problems he demanded compensation for POJK refugees as per the recommendations of NHRC and finals settlement of all the refugees. Besides he demanded an employment, economic and educational package for these refugees. He alleged that there was growing unemployment among these refugees and the Government should announce reservation for them in Government services. Besides due compensation be given for the land that was gifted to Pakistan under Shimla agreement by then Prime Minister Indira Gandhi and refugees who cultivated barren land in Jammu be given ownership rights for the same and the unregistered refugees be also enrolled by government.
