Mehbooba calls for immediate empowerment of Panchayats | | | Early Times Report SRINAGAR, Aug 26: Expressing disgust at inordinate delay in making Panchayats functional, PDP today lashed out at the government for its attempts to subvert the Panchayati Raj concept. In a statement issued here, party president Mehbooba Mufti said that more than three months have passed since the Panchayats were elected; still the government is delaying formal constitution of Panchayats and issuing appropriate notifications for making them functional. Mehbooba said that government is using Panchayat members only to facilitate photo opportunities for its leaders without doing anything practical to empower Panchayats. She said a chaotic situation has been created in the rural areas as a result of government inability to equip Panchayat members with powers and facilities. Government is behaving in a manner as if it has to give something in charity to the Panchayats. PDP president said even the present Panchayat Act provides lots of power, authority and remuneration to the Panchayat members, but none of these has been implemented so far. “One fails to understand the reason behind his delaying tactics”. She said, and cautioned against any attempt at disempowering the Panchayats, as these has been elected by an overwhelming majority of electorate. Calling for appropriate amendments in the law to further empower the Panchayats, Mehbooba reiterated party’s stand that Panchayati Raj will have to be implemented at all levels up to district stage. She said that village institutions should be upgraded and facilities must be transferred to Panchayats for effective monitoring and implementation of all schemes. She also asserted that the schemes like MNREGA, IAY and other centrally sponsored schemes needs to be immediately transferred to Panchayat institutions for effective implementation.
