J&K rewards corrupt, penalizes upright officers | | | Syed Junaid Hashmi JAMMU, Aug 26: Jammu and Kashmir has unique distinction of being the only state in the country where corrupt are rewarded with prize postings and upright officers are assigned clerical jobs. And when it comes to manning the Universities, academicians of Jammu are shabby treatment. State government brought Prof. Varun Sahini from Jawaharlal Nehru University (JNU) to head Jammu University, Dr. Sudhir Baloria out of retirement to resolve Central University (CU) crisis and Dr. B.B.Mishra from Hyderabad to lead the show in SKUAST (Jammu). Left out was Baba Ghulam Shah Badshah University (BGSBU). Government framed a so-called committee and ultimately, appointed close friend of the first vice-chancellor of BGBSU Masood Choudhary as University's second vice-chancellor. Prof. Irshad Hamal took over as VC of BGBSU. Hamal was appointed VC of BGBSU at a time when he was facing serious charges of nepotism and Bhai-Bhatejawaad as rector of Bhaderwah campus of Jammu University. There were allegations of Hamal appointing around 40 blue-eyed candidates to manage the university campus, a charge which Hamal has been denied outrightly. There were allegations that Hamal engaged people on recommendations of relatives and friends of former Chief Minister Ghulam Nabi Azad. It was talk of the town that Azad has promised the people of village Sungli that one member of each family whose land would be acquired would be given jobs in the campus alongwith a compensation Rs. 15000 per marla but when it came to actually fulfilling the promise made, the poor villagers were left out. Though those engaged maintain that only they fulfilled the criteria and that those alleging scam are the ones who failed to make it to the final list. However, these employees of Bhaderwah campus do fall silent when asked whether advertisements were issued for these posts or not. Even the farmers protested and went from door to door seeking justice and pleading for inquiry but to no avail. According to sources, Chief Minister's office did not discuss any other name. They added Hamal had been finalized even before the search committee had been constituted. Sources maintained that the allegations against Hamal were dismissed as heartburn of certain rough elements. They said that none in Chief Minister's office asked any tough questions but accepted the appointment as fairest job ever done. Facts may contradict this and if the rumors of governor of Jammu and Kashmir becoming pro-active against corrupt elements after Anna Hazare movement across the country are true, then change is round the corner. Sources asserted that governor has to become pro-active in fighting corruption in Jammu and Kashmir because enforcement of the law alone cannot eradicate corruption. Enforcement is essentially individual-centric action and when corruption becomes institutionalized, individual-centric approach cannot take us very far, said a top official. He said that J&K needs systematic changes and government has to create barriers in the system in corruption-prone areas. Government must have effective monitoring system, a system of inspections, of punishments and above all, transparency in governance. |
