| As you are already aware of the fact that the State Govt. is providing service to the Society at the State Level comprising of Chief Minister, Council of Ministers, Commissioner Secretary to the Govt., various Administrative Departments assisted by head of the department and managing directors of various public sector undertaking. If we turn the pages of administrative history in J&K, we find that Late Hon’ble Sh. Sheikh Mohd. Abdullah, Sher-i-Kashmir with a commitment of providing service to the people thought that Govt. should go to the people instead people should come to the Govt.. In this back up, the idea of single line administration was introduced and a bus with a Chief Minister – Ministers and Commissioner Secretary went to Doda after the formation of a District Development Board. The idea was also carried out by Dr. Farooq Abdullah during his tenure as Chief Minister of the State Keeping in view those commitments made to the society and a general public by the previous govts., the present Chief Minister gave significance to the idea and issued instructions to the Govt. for transferring power to the grassroot level was initiated. The concerned machinery was asked to take immediate necessary steps for holding the Panchayat election as per the Panchayat Raj Act. Accordingly, as per Rule 7 of the Jammu & Kashmir Panchayati Raj Rules, 1996, the Government shall by one or more notifications in the Government Gazette on such date or dates as may be determined in consultation with the Election Authority (Chief Electoral Officer, J&K) call upon the Panchayat Halqas to elect Sarpanches and Panches. The Government in Rural Development Department has issued the requisite notification calling upon all the Panchayat Halqas in the State to elect Sarpanches and Panches vide its SRO No.78 dated 14th March, 2011. As per Rule 8 of the Jammu & Kashmir Panchayati Raj Rules, 1996, as soon as the notification calling upon the Panchayat Halqas to elect Sarpanches and Panches is issued, the Election Authority (Chief Electoral Officer, J&K) is required to issue a detailed notification fixing the schedule of the election. Panchayat Election – 2011 The Election Authority (Chief Electoral Officer, J&K) after taking into account all the relevant factors, has finalized the schedule for conducting the General Election to the Panchayats. It is needless to mention here that the process of election has been completed under the constant supervision and guidance of Sh. B.R. Sharma, IAS, Chief Election Officer – Election Authority as per the Panchayati Raj Act. The credit for holding fair, free and transparent panchayat election goes to Mr.Sharma, who inspite of his pre-occupation as Home Secretary to the Govt. done a commendable job. The consolidated facts about Panchayat election 2011 is as under : A) Total No. of Blocks - 143 B) Total No. of Sarpanches - 4130 C) Total No. of Panch - 29719 D) Total No. of Electors - 5068975 One youth armed with MBA Degree from UK has been elected as Sarpanch.
OBJECTIVE 1. To give awareness about Panchayati Raj Act. 2. To educate them about their duties, functions and responsibilities towards the society. 3. To keep monitoring about the socio-economic development schemes. 4. To make interaction with the former Panches and Sarpanches to play an important role in the identification of the works / project, estimation thereof and utilization of funds. 5. Role of Panches and Sarpanches in Gram Sabha Meeting and Halqa Panchayat. 6. Role of Panches and Sarpanches in the preparation of Annual Action plan and social audit. Each faculty member will prepare the item-wise detail to be discussed with the team members. GOVT. POLICY The Hon’ble Chief Minister Mr. Omar Abdullah asserted that Panchayats would prove important agents of change in transforming the socio-economic and development scenario in the State. This means that panchayat raj would help in a big way to achieve the goal of good governance and equitable development in the State. In sequel to his efforts to reach out elected panches and sarpanches across the State and listen their views regarding establishment of a viable and delivering Panchayat System in Jammu and Kashmir, the Chief Minister said that elected members of Panchayats have to play an important role. It will not be out of place to point out here that powerful panchayats functioning in transparent environment with solitary objective of servicing to the people carrying forward development agenda sincerely and effectively. Panchayat would also be effective tool to curb corruption and ensure monitoring of works. The state govt. believe that current election to Panchayats have given rise to a new category of politicians. There are young, old, highly educated and experienced men and women among the elected sarpanches and panches. The aims of Panchayati raj institutions is to empower people and to address the development needs of far flung and rural areas of the state. It has been observed that holding of Panchayat elections is a land mark step and the establishment of these grass root level institutions would go a long way in addressing the areas specific problems of the people.
