849 industrial units put under Red, Orange category still functioning

JAMMU, Aug 27:
About 849 industrial units put under Red and Orange category by the Pollution Control Board (PCB) are still functioning in the state, contribution tones of pollutants in the air every year.
According to the officials records nearly 390 highly polluted industrial units falling under Red category and 459 units classified as Orange are operating across Jammu and Kashmir without necessary pollution preventing devices as mandatory under the Central Pollution Control Board (CPCB) guidelines.
Though officials said that some of the units have installed the devices but majority of them have failed to adhere the norms set by the Government, while operating their units.
It is important to mention here that under the CPCB guidelines industrial units are categorized as Red, Orange and Green according to the level of pollution they emit in air, water and on ground. As per the guidelines units falling under Red and Orange category have to install special anti-pollution devices and set up treatment plants before disposing off their effluents from their industries.
“We are clearly taking strict measures to make people aware about the dangers of
untreated effluents and ensuring that they installed different devices”, said Minister for Forest and Environment Mian Altaf.
Altaf said that they have made a long drawn plan and cooperation of the industrialist is also important to ensure that anti-pollution control devices are installed.
Under the Central guidelines before granting consent by the Government to range and Red category industries include installation of required pollution control devices and measures to ensure the discharge of effluents emissions of water, air under permissible limits as prescribed by the Ministry of Environment and Forest under Water (Prevention and Control of Pollution) Act 1974 and Air (Prevention
and Control of Pollution) Act 1981 and Environment Protection Act 1986.
However an official said that on ground very few guidelines are being followed, “Guidelines are being openly floated by the people while government has failed to initiate firm measures”, said a official from PCB.
It is pertinent to mention here that according to the data of the State Pollution Control Board (SPCB), in recent years the Suspended Particulate Matter (SPM) and Respiratory Suspended Particulate Matter (RSPM) is above the normal range in Jammu and Kashmir, particularly in cities and around the industrial units.
According to the scientists monitoring the pollution level in Jammu daily, The PM whose normal limit should be 100 micrograms is between 110-114 micrograms at almost all places while the RSPM (normal limit around 200 micrograms) is a around 220 to 230 micrograms, making the air at most places around the industrial units unsuitable for breathing.
"In recent years, suspended particles in the air have shown constant increase due to vehicles, industrial units and dust generated by construction activity", said a official.
According to the Central Pollution Control Board (CPCB) guidelines each monitoring station is operated for two days a week for eight hour duration, to monitor the SPM/RSPM levels an for four hour to monitor Sulphur Dioxide and Nitrogen Oxide gases level.
