Is NC-Congress govt just for Bijli, Pani and Sadak?

JAMMU, Aug 27: It is time the Jammu and Kashmir government as also the central government made their policies on Kashmiri separatist leaders public so that the common belief that most of these leaders are trashing the country as they enjoy official protection is addressed.
The hardline separatist leader, Syed Ali Shah Geelani has been the torch bearer of the separatist politics in the Valley. The state government has been dealing with Geelani like parents would deal with an angry son. Today Geelani is put under house arrest and tomorrow he is told he is free to move about.
Only yesterday, the police issued a statement asserting that Geelani was advised he was free to offer the Friday prayers anywhere he wanted to, but would not be allowed to go to Baramulla where he wanted to. Is Geelani under detention or is he a free man? Many rights groups from outside the Valley have also criticized the state administration for their undefined and undeclared detentions of the separatist leader. The authorities have posted static guards at Geelani's residence in Srinagar. It is believed those guards are drawn from the state police force, but they have been chosen by Geelani himself. What kind of a separatist leader the government believes Geelani to be? Is he to be protected from the security forces by the security forces? Or, is it that Geelani needs protection from the militants? The government carries out security review meetings from time to time wherein the threat perceptions of various political leaders, civil servants, journalists etc are appraised. If there is a document on his threat perception, the state government is bound through its constitutional obligation to throw the facts into the public domain.
Similarly, Mirwaiz Omar Farooq also has dozens of local policemen placed as static guards at his residence and also as PSOs who are always moving around with the separatist leader. During his speeches in Srinagar and outside Mirwaiz Omar Farooq has done enough to stoke separatist passions. He is within his rights to voice his feelings and beliefs, but when those feelings get immediately translated into serious stone pelting incidents in Nowhatta and other localities of Srinagar city, it ceases to be just a matter of belief for the young separatist leader. It becomes a law and order issue which no government worth its salt can take lying down. The Omar Abdullah led government has always claimed a high level of national commitment. Is allowing the separatists to incite people to violence also some part of the national agenda of the state government?
A day is hardly missed by any separatist leader when they do not trash the state government and also the central government. Omar Abdullah has been plainly told by the separatists that he had been chosen by the people to simply address issues of Bijli, Pani and Sadak. Separatists firmly believe Omar Abdullah does not carry any political mandate.
Has Omar Abdullah sought a non-political administrative mandate during the 2008 elections? Is the Congress party aligning with the NC with the understanding that the coalition government will do nothing political? It is a matter of disgrace for any elected government in any state in the country to be belittled to the level of a municipal and town area committee.
The political space provided by the state government to the separatists might be justified in the name of democracy, but has such a place been abdicated to the separatists by the coalition in Jammu and Kashmir? Is political activity for the State Government limited to just talking of tourism, horticulture, education and sanitation? If the separatists are defying the rule of law it is understandable because the state government has willingly accepted the separatist impression that Omar Abdullah has nothing to do with the resolution of the problem and through his statements the Chief Minister has only be giving credibility to the separatist propaganda.
