Rather Panel plays safe as Interlocutors talk autonomy | | | Early Times Report Jammu, Aug 28: While New Delhi's nominated interlocutors on Jammu Kashmir are doing most of the talking on autonomy, Chief Minister, Omar Abdullah has been maintaining `mysterious' silence over the issue for the past several months. In July the Prime Minister assured a full term to Omar Abdullah in office. Some quarters believe the term was given only when Omar assured New Delhi that he will not press for restoration of autonomy. But this turned out to be `political grapevine'. But soon after the Chief Minister formed the Rather Panel, the NC went silent on autonomy issue. On October 13 last year the state government referred Late Justice Sageer's (Retd) recommendations to a panel headed by the Finance Minister, Abdul Rahim Rather for consideration. The Rather Panel was supposed to submit its report within three months. The Panel, however, completed three months on January 13. No report was submitted at the end of the deadline. Infact, no report has been submitted till date. Surprisingly the Panel was formed when New Delhi had already nominated its interlocutors on Jammu Kashmir. Omar was shocked when the interlocutors in their preliminary report made no mention of autonomy. However, highly informed sources believe the Interlocutors have recommended restoration of autonomy in their final report. The final report is being submitted shortly to the Union Home Minister. The mention of autonomy by Interlocutors is not going to serve any purpose. The final decision on autonomy shall be taken by the Parliament. New Delhi will find it increasingly difficult to get the issue settled in Parliament. The Congress party does not have the required number of Parliamentarians. The BJP will oppose such a move tooth and nail. Further the people of Jammu and Ladakh do not want any arrangement that dilutes state's relation with India. And last but not the least, the people of Kashmir are totally indifferent to the autonomy demand. The Rather Panel seems to have realized this harsh reality. And why should NC take cudgels with New Delhi over an issue that, most probably has been taken up by the Interlocutors. |
