People indifferent to Omar's Eid gift vAccuse CM of feeding lies

SRINAGAR Aug 28: Omar Abdullah's Eid gift failed to evoke good response from the people. By and large they remained indifferent and accused the Chief Minister of feeding lies to the public. He was addressing a press conference at the SKICC today.
All stone pelters apprehended last year and who are out on bail have been given general amnesty. Omar believes such youth are only concerned about their jailed friends. "They must avail the opportunity and lead a normal life", said.
Surprisingly the Chief Minister failed to make a mention of the 75 youth who were taken into custody from Nowhatta area of the old city during the preceding night. All of them were arrested for their involvement in stone pelting.
For Omar's information, the police have not been able to prove stone pelting charges against any person till date. In fact, in most of the cases, the police prefer not to file the challan for a variety of reasons ranging from political to legal. The amnesty offer, therefore, has not evoked the `desired response'.
According to Omar, only 35 persons are in jails under PSA. Omar may be partially right. Most of the detentions under PSA have been quashed by the High Court. Shakeel Bakshi who was placed under detention in March this year is now in jail as an under-trial. His detention was quashed. Mushtaq-ul-Islam's detention as also quashed. He too is an under-trial in some jail. Aasiya Andrabi's detention has been quashed but continues to languish in jail.
All these persons may be released if the CIK sleuths give clearance. For Omar's information, the CIK rules the roost in Jammu Kashmir. A court order is implemented only when the CIK gives its nod. The people awaiting clearance of CIK are not detainees in the strict sense of the term. But they continue to be behind the bars. They are not free. Where will the Chief Minister place them?
Chief Minister also talked about empowerment of Panchayats. Does he know that around 1200 Panches are yet to be elected?
