| Prime Minister Man Mohan Singh had acknowledged Bharashtachar as very very serious issue while addressing the Nation India from ramparts of Red Fort on 65th Independence Day & had informed that he had no magic band to dismante the rule of the Corrupt. Indian Parliament too has expressed no less concern on 27th August. One thing that surely comes out is that corruption ( with particular reference to public institutions < government , legislature, judiciary > ) has totally unbalanced the Indian economy and under the conditions prevailing / systems in hand, reining the corrupt elements appears not possible in the near future inspite of the fact that number of institutions like CVC / CBI/ police stations / civil police man power and communication system have grown many folds in the independent India after British retreat. Along with corruption Prime Minister had also very concernedly referred to price rise / inflation. This day India does not have that much deficiency of material goods as required by common man , so it could be said that to a great extent the unduly rising prices are due to “thefts” / corruption on the state exchequer ./ funds as well as increasing direct / indirect taxes. In India the min wage for an unskilled labour / worker has been fixed just 100 / 120 INR . Think over incase a farmer is to be paid a support price of just Rs. 10 per kg ( Rs.1000 per qtl) then how would a person getting just Rs.120 per day would be able to buy Atta for Rs. 12 to 13 a kg for his family ?. Surely the labour would demand more labour rate from the farmer. In addition a farmer needs many more things items for his use ( shoes , clothes, medicines, bricks, sheets, timber , sweets, transport, books, etc ) that are labour intensive and hence he will have to in return pay more for the utilities. So farmer will demand still higher support price. Corruption on the state exchequer / non delivery of quality - timely services to the society, government employee sharing fortunes with the tax / excise / custom duty / income tax evaders and non performance of public utility government departments like education / health / social justice / crime / law and order forces the government to deploy additional manpower and levy more and more direct indirect taxes to make good the low money use efficiency of the government machinery. Therefore it shall not be possible to check / reduce undue price rise unless money use efficiency of government funds improves. No doubt corruption can not be made ZERO but surely RULE of the Corrupt can be demolished. No doubt the data on the projected development and growth rate quoted by government sources does attract many. It was in 1960s that some one pointed out to Jawahar Lal Nehru about corruption on state resources by some people , including some CMs. Nehru was quoted as having said that let us not bother that much , after all the corrupted money shall remain in India. No doubt the averaged growth rates / wealth figures as are projected by official agencies even if not wrong but still can not be taken as encouraging. The game of averages does not reflect the real picture. Imagine a river has depth ranging from 1 foot to 9 foot and average depth is 5 foot. Looking at average a army commander asked all troops over 5 foot height to cross the river and result was that 3/4th of his troops were drowned. The same is the case with averages on Indian economy . The growing national wealth / resources have been unduly dumped on their sides by a few and masses have been pushed to lower comparative levels though the average figures look encouraging. And in addition to above , the corrupted money has not been kept in India, it has been moved out . It is being alleged that money that has flowed directly / indirectly out of India is more than Rs.400 Lakh Crs. May be the figure is less but it can not be zero. I think Nehru Jee did not anticipate that those who would corrupt the Wealth India can dump the same outside India also. Need has hence emerged that the corrupt be reigned and punished in practice . Voluntary organizations like India against Corruption / Vichar Kranti Manch International / GRASP INDIA / Jammu Gramin Sanstha / Sanskar ….. are out to demand some laws / acts that could weaken the rule of the CORRUPT. No doubt some people disagree arguing that when there are already many institutions ( CVC/ CBI / SVO ( JKSVC ) / JK SAC) to check the corrupt hence why make more new laws? Simple answer to this is that when asked any one /any where would in general infer ( truthfully) that it is not easy to get through any work without unfair gratification / recommendations ( these recommendations also need material intentions ). I do not mean that 100% machinery is corrupt , what I mean to say is that when the above observation could hold good for 2/3rd of the infrastructure that matter , it could be said that the “ CORRUPT” is the “Crown Prince” of the day. ” Conditions do appear like this. It is so unfortunate that people have in general lost faith in MP/ MLA / even IAS/ IPS / so painfully even in judiciary. India against corruption is raising miseries of the “unknown” common man who has to every day deal with patwari, clerk, police constable , school teacher. In a democratic country like India the security of life , property and rights of common man, care of the common wealth / state exchequer , collection of money / wealth for the State exchequer / fund ( in the shape of INCOME TAX, VAT,EXCISE DUTY, CUSTOM DUTY, INCOME TAX, mineral resources , other taxes), use of public funds for welfare / development programmes , guarding the national / state wealth / property and care of the right to work / trade / wealth / live peacefully totally rest on the state government ( executive) /legislature / judiciary. So, in case the Government servant goes greedy for money and gets draped in corruption the living of the common man would become difficult , even the national security would endanger. When it happens so then the elements outside the official machinery too dare to do corruption on the public resources by buying the companionship of government servants / officers / leaders . This is how theft on sales tax/ excise / custom duty and developmental funds is done by private parties. A bid chunk of funds drawn from state exchequer for constructions / education / health/ public security/ is unfairly pocketed by the corrupt elements and the infrastructure / facilities so created do not deliver targets / do not stay for projected life time ; and government needs additional money for same works / infrastructure. Welfare schemes do not easily reach the common man without bribes is the general belief.. Even MNREGA has been accused of corrupt practices by Sr. leaders like Sh. Rahul Gandhi. Instances have been there where it has been reported that from the houses / premises of some IAS /IPS / IRS / Income tax officers/ bureaucrats cash / wealth worth even Rs. 2 to 3 Cr had been seized during the raids. But rarely it could be quoted where a IAS / IPS /IRS / revenue officer ‘s house has been confiscated or he has been imprisoned or dismissed from services. On the contrary there are many cases where accused government officers / officials are later released as innocent and they are paid huge sums of pay arrears since the investigating / prosecuting government agencies fail to prove the case before courts. There have been case where some IAS officers after later come out of the alleged corruption cases and are given promotions worth rising to levels equivalent to that of a Chief Secretary. Who will control theft on STATE Exchequer ? Unless government machinery performs, prices will remain out of control.
