Extend 73rd, 74th Amendments of Indian constitution: Prof Chaman

JAMMU, Aug 30:
Advocating the extension of 73rd and 74th amendments of the Indian constitution to the state for empowerment of basic democracies in J&K, the former Union Minister and Member Legislative Assembly Prof Chaman Lal Gupta has termed the provision of Rs one lakh to each panchayat for development work as a big joke with panchayat representatives.

Commenting upon the statement of the Chief Minister Omar Abdullah on the eve of Eid, Prof Gupta said that sermons are good on religious occasion but these are needed to be used in practice.

It sounds strange that there is much talk about the empowerment of the basic democracies but political will seems to be guided by separation which is off course infected by communal thinking, he added and questioned that if the 73rd and 74th Amendment can be useful for over 120 cores of other Indians, how can be harmful for about 120 lakh of people of this state who form just about one percent of the country’s population.

Prof Gupta observed it look ridiculous that the state is fully dependent for funding developmental activities including the rural and urban areas but ruling leader are reluctant in having the extension of the provisions of the India constitution, and that too, which are fully the affairs at the gross root level.

He stressed that the special funds earmarked by the centre for the developmental works for rural and urban areas, should be put at the disposal of these democracies especially of the state and are to be spent by the Panchayati Raj System as is prevailing in the rest the country

Prof. Gupta said the inordinate delay in conducting the election and then dragging of their feel in the empowerment of the basic democracies, it appears that ruling leaders have held these elections just to receive the central funds which were held up in the non existence of panchayats.
