Early Times Report
Jammu, Aug 30: The cabinet sub commitee on studying and examining the report submitted by Justice Saghir Ahmad on strengthening State Centre relations is all set to get one more extension for giving its views on the recommendations this panel has made for J&K state. The cabinet sub commitee was set up early this year after Centre asked the coalition government to give its views on what Justice Saghir Ahmad has suggested in the form of recommendations after he held extensive round of deliberations with all stakeholders of the state under the working Group constituted by the Prime Minister four years back.
Sources said after Chief Minister Omar Abdullah said it formally in the press conference in Jammu last week that he would not like the Cabinet subcommittee to rush through its conclusions or decisions on the most crucial report, the panel which has both NC as well as Congress ministers on board has sought one more extension on finalisng its views on the subject , in which Justice Saghir Ahmad is believed have touched upon political contours and dimensions in the backdrop of Kashmir issue and specifically what could be the possible political alternative to address the aspirations of the people of state in present context.
The sub commitee has not been able to prepare its report as both NC and Congress even after holding some meetings have yet to reach any consensus over certain points and recommendations the Justice Saghir Ahmad panel has made. It took the subcommittee led by Finance Minister Abdul rahim Rather to study the report in first few meetings which is said to be quite voluminous. However, sources say it is mainly the fact that consensus on the issue of autonomy, the focal point in the report of both the coalition partners is a farfetched thing as for now as Congress cannot afford to say or agree on anything which will harm its political constituency in Jammu , no matter it suits its ruling ally NC, which has been able to present its viewpoint in convincing manner as the only suitable option with Centre facing different constraints in terms of addressing political aspirations of the state.
Conscious of no unanimity yet and cautious about the fact it can bring about uncertainty and instability in his regime, the Chief Minister is treading a guarded path in the matter, sources said adding instead of hurrying through the matters , he wants to gain time and grnat it as well to the cabinet sub commitee which is why one more extension is in offing for the latter to hold more discussion before announcing its decision or opinion to the Central government. It is pertinent to mention that the sub commitee has already been granted extensions twice in terms of finalising its report . It was expected and desired to submit the views this month but that did not materialse though it met early this month to further its discussions. However, formal extension will be granted after Eid festival, sources said adding it only requires a notification to be first issued by the Law Department and issuance of formal order by GAD.
