Govt. should take wind out of Anna's sail

Even if the Parliament adopts all the demands of Anna Hazare in its Lokpal bill,that is expected to be introduced in the next session of the two Houses, one is wrong if one thinks that India will be a corrupt free nation after the enactment of the Lokpal Act. Corruption and corrupt practices have seemingly entered into the blood cells of majority of Indians. In fact corruption has become a global phenomenon and it would be wrong if one expects India to be an exception to this global picture.Yes,the Lokpal may reduce the level of corruption. And the success of the Lokpal depends on the enforcement of the provisions of this Act by the executing agencies. Now that the Anna team has won its first battle and is gearing for fighting a war on other fronts the Congress led Government besides the Governments in different states have to get ready for handling protest dharnas and fasts for which Anna has directed people to get ready.What are the other irritants that have made Anna to decide to suspend the agitation and fast and not abandon it.These are related to the elections.
If one reads between lines the history of Lok Sabha and Assembly elections in India one is bound the come to the conclusion that the corrupt practices resorted to before and during the polling have laid a solid foundation for multiplication of corruption in the country.Despite code of poll ethics laid down by the Chief Election Commisson,Including the limits imposed on poll expenses,political parties and the contesting candidates have been seen violating the code openly.When contesting successfully a Lok Sabha election usually has started demanding expenses to the tune of Rs.10 to Rs.15 crores in each constituency and Rs.three to Rs.five crores for each Assembly seat recourse to corrupt practices by the winning candidates is but normal.The winning candidate has to recover the entire amount spent during his poll campaign,make provision for money so that he or she can run the kitchen for the five years he or she remains a member of the House and raise sufficient sums of money that can help him in contesting another election.This can be done only through corrupt practices.
Hence Anna wants to direct his next agitation in favour of poll reforms.He does not want only check on poll expenses or favours Government to bear the poll expenses of all contesing candidates but also for right to recall members of Parliament and Assemblies in case they find their behaviour and record adverse. He wants people to have the right to reject candidates contesing the polls.He wants money and muscle power to be curbed.Here again Anna's demands are people-friendly.It is in this context that the Government should initiate measures for bringing about major reforms in the electoral and poll process.It would be better if the Government,while reforming the entire election process, keep in mind the suggestions given by team Anna.In fact the election process has,wittingly or unwittingly, not only promoted corrupt practices but casteism and regionalism.Something has to be done about it before the country is swept, once again,by the Anna tsunami.
