Discipline IAS Babus in the centre | | | It may take a little time to accept the veracity of a report which has confirmed that over 87 IAS officers,right from the rank of Directors to the Deputy and under secretaries,have not filed their immovable property statement.They and others have not done it for the last two years when under rules they were supposed to submit the report by January 31.Two factors can be responsible for IAS officers having taken lightly the Government instructions.One they must have have forgotten to submit their property report to the Government.Secondly,they may have thought it prudent to keep quiet till they were able to tamper with the actual records allowing them time to submit coocked report.Possibilities are that officers do not want to earn any suspicion once they do not hide their assets which they have built over the years and which are clearly disproportinate to their known sources of income. Belatedly the Government has decided to take action against these IAS officers who have failed to submit their property returns despite several reminders.According to the Department of Personnel and Training (DoPT), 87 officers at the level of Director, Under Secretaries and Deputy Secretaries have not given Immovable Property Returns (IPR) for 2009 and 2010, deadline for which ended on January 31 this year.Taking a strict view, DoPT has written to concerned ministries in this regard and sought action taken report against the defaulters. Out of the 87 officers, a highest of 13 are from Defence Ministry followed by 11 from Home Ministry, six from Ministry of Minority Affairs, five from Ministry of Mines and three each from Information and Broadcasting Ministry and Staff Selection Commission.There are in all 4,356 IAS officers working in different departments of central and state governments. "Ministries/Departments are well aware that the Immovable Property returns (IPR) in respect of Central Secretariat Service Officers (Under Secretary and above level) are required to be furnished to this division by January 31 of every year. However, despite repeated reminders the IPR for the year 2009 which was to be received by this division by January 31, 2010 and IPR for the year 2010 which was to be received in this Division by January 31, 2011 have not yet been received in respect of a large number of officers. In fact the officers seem to have got encouraged by lack of immediate action against the defaulters.Hence they do not seem to feel on pins while preparing the statement.Those who defend the bureaucracy argue that the percentage of defaulters was quite small when one takes into account that there are over 4500 IAS officers in the centre.This way if there are 87 defaulters their number is quite small.But when one talks of discipline one does not consider percentages.Had the Government initiated action against those who had failed in submitting their immovable property statement for the year 2009-2010 the number of defaulters would have not swelled in 2010-2011.Out of 87 defaulters 13 are from the Ministry of Defence which speaks volumes about the mess one finds in the Ministry that has to look after the health and discipline of the men of the Armed Forces.Hence there should be no further delay on the part of the Government in securing property statement.If some mild action was initiated it could discipline the IAS officers. |
