Revocation of AFSPA centre’s prerogative: Sagar | | | EARLY TIMES REPORT SRINAGAR, Sep 2: The state government on Friday said that revocation of Armed Forces Special Powers Act (AFSPA) was prerogative of the central government. Talking to KNS Law and Parliamentary Affairs Minister Ali Mohammad Sagar said that state government can’t take any decision on its own on the revocation of AFSPA. “State government can only recommend to the centre that situation has improved and the AFSPA can be revoked,” Sagar said. Union home Minister P Chidambaram on Thursday conceded that despite his best efforts a consensus is still eluding within the government to amend the controversial Act. For repealing AFSPA in J&K, Chidambaram virtually put the onus on Chief Minister Omar Abdullah. “At operational level, the state would have to have the unified command to review the application of Disturbed Areas Act. If they are able to lift the Disturbed Areas Act then AFSPA won’t be applicable in the state. So that is something that they have to do. I am in touch with the Chief Minister and he has to weigh the pros and cons and then decide when to do it,” Chidambaram said. Reacting to the statement, Sagar said, “Though state government can review the Disturbed Areas Act ultimate authority to revoke it lies with the centre.” It is pertinent to mention here that the state government has constituted a committee earlier this year to review the DAA. The committee has J&K Home Secretary, GoC 15-Corps and 16-Corps and DGP as members. The DGP Kuldeep Khoda told KNS that the committee has held two meetings so far. However, he said that no final decision has been taken yet.
