K-interlocutor corroborates Chidambaram’s statement on AFSPA
‘Will submit final report in first week of Oct’

Srinagar, Sep 3 (KNS): A day after Union Home Minister P Chidambaram put the ball in state government’s court on withdrawal of Armed Forces Special Powers Act (AFSPA), Kashmir interlocutors Saturday corroborated his views.
“When Jammu and Kashmir government will revoke Disturbed Areas Act and Public Safety Act from any area, there will no justification for the central government to continue AFSPA there,” chief interlocutor Dilip Padgonkar told KNS.
He said the interlocutors have recommended revocation of DAA and PSA from the state. “New Delhi will have no justification when the state government repeals these laws to continue AFSPA in the state,” he added.
Padgonkar termed media reports that they have recommended pre-1953 position for Jammu and Kashmir as speculation. “The report is purely speculative in nature. We are presently engaged in preparing a draft of final report which we would submit to Union Home Ministry in first week of October,” he said.
A section of media had reported that the interlocutors were likely to recommend that the Jammu and Kashmir Government be given exclusive jurisdiction of all departments except defence, foreign affairs and communications.
“There is no question of anyone in the government, let alone outside the government, being privy to the final recommendation. These recommendations do not exist in their embryonic form at present,” he told KNS.
On clemency to Parliament attack convict Afzal Guru, he said, “I am personally against death sentence. If Jammu and Kashmir Assembly passes a resolution on clemency to Afzal Guru on the pattern of Tamil Nadu Assembly, there should be no need to raise a hue and cry on it.”
The interlocutors have so far made 10 visits to the state and covered 18 of the 22 districts during which they have met nearly 5,000 people which includes political leaders, trade unions, lawyers, student unions and newly-elected panchs and sarpanchs.
The panel had submitted its interim report nearly 10 weeks back.
