Deadlock persists, employees to go ahead with proposed strike from Sept 6 | JCC meets govt sub-committee | | Early Times Report JAMMU, Sept 3: Two-hour meeting between state government and leaders of Joint Consultative Committee (JCC) on Saturday failed to break deadlock over the strike of the latter from September 6. While state government maintained that all ‘genuine’ demands of employees will be considered, employee leaders said that they would not call off strike unless concrete steps are taken in this direction. They added that state government is just trying to buy time and desisting from taking required employee friendly decisions. Employee leaders Abdul Qayoom Wani and Khurshid Alam said that they would go ahead with their 3-day proposed strike from September 6. “Only assurances cannot solve the problem. If government is sincere, it should convene the meeting of cabinet sub committee within next two days and fulfill our demands,” they said. “As today’s meeting was not result oriented, we have not called off the strike,” they added. Reiterating government’s commitment, the Minister for Finance Abdul Rahim Rather today said that administration was fully concerned about issues confronting employees. He appealed employee fraternity to leave path of confrontation since government was open to discuss their demands in a peaceful manner. He offered about revisiting the roadmap for payment of sixth pay commission arrears in consultation with employee representatives, if JCC suspends proposed strike programme and decides to come on the dialogue table. “Government is ready to invite representatives of employees associations to work in collaboration with the cabinet sub- committee to hammer out a realistic solution of the employees demands,” Rather added. He said that confrontation is neither in favour of employees nor government. Rather said that earlier also, most of the employees demands were solved through consultations and their remaining demands can also be solved through dialogue. However, for dialogue, congenial atmosphere in needed. He asked th trade unions to adopt a reasonable approach keeping constraints in mind. Rather said need of the hour is to build an atmosphere of goodwill and trust between employees and the government. Rather said that government has fulfilled most of the demands of the employees which includes implementation of the Sixth pay Commission recommendations, regularization of Adhoc and Contractual Employees which is an extra ordinary step, first of its kind in the history of the Country. He said that HRA of the employees has been already enhanced and Cola of PSU’s converted into DA even though State has meager fiscal resources and it is wage bill has touched an alarming figure of Rs.13,500 crore in 2011-12 from 6300 crore in 2008-09. While inviting employees for a meaningful discussion with cabinet sub-committee, Rather hoped that this step will pay rich dividends which will be in the favour of employees ultimately. Meeting was attended by the Principal Secretary to Chief Minister, B.B.Viyas, Commissioner/Secretary, Finance, Sudhanshu Pandey, Special Secretary, GAD, K.S.Chib whereas the employees were represented by Ram Kumar, Abdul Qayoom Wani, Khurshid Alam, Farooq Ahmed Trali and Muntazir Mohi-ud-din. The Secretariat employees union led by Rouf Ahmed, Ghulam Mehdi and Niaz Ahmed. Meanwhile, Government employees Joint Action committee (GEJAC) Jammu carrying forward the efforts of “Single State level platform” of the employees and united programme held a convention under the effort” Ekta ka aik aur pryas” in which seasoned trade union leaders of various associations/unions throughout the Jammu Province participated. Convention was inaugurated by Sushil Sudan. GEJAC presidium Jaswant Singh, Suresh Sharma, Gafoor Dar, Pardeep Kumar, Subhash Verma, Ravi Singh Bhau, Prem Singh Bawa, Purshotam Singh Chib, Satish Sharma and Mohammed Farooq said that since the strike call from September 6 to 8, 2011 has been given without the knowledge and consultation of the GEJAC, leadership has reservation about the future employees. While winding up the discussion, Gafoor Dar thanked leadership and said that since the strike call of 6th to 8th has been given in isolation and is a programme of the leaders who have taken a decision for such a call and it will not be in the interest of employees to disturb the strike programme given by a faction of the leadership. Sawaran Singh, Suman Sharma, K.C.Dubey Bishan Verma, Rattan Doshi,, Jarnail Khokhar, Anil Kashyap, Sanjay Abrol, Romesh Khajuria, Bushan Verma, Vinod Kumar Sharma,, Arub Moza, Ranbir Singh, J.D.Sharma, B.B.Bhat, Abdul Hafiz Dar, Baldev Singh, Anil Mehta, Sukhbir singh, Balbir Singh, Barkat Ali, Surinder Kuar, Tara Chand, Arshad Naik, Piran Ditta, Bashir Ahmed shah, Haji Zafarrullah , Rakesh Kumar, Surjit Singh, Kewal Krishan, Bansi Lal, Irshad Beg, Anchal Bakshi, Ashok Sandal and Manzoor Dar addressed the convention.
