SSB Teacher Post Interviews | ‘Bogus’ university degree holders pose threat to genuine candidates | | EARLY TIMES REORT Srinagar, Sept 4 (KNS): Despite advisory by University Grants Commission and clear cut circular from the University of Kashmir, thousands of students from Jammu and Kashmir have obtained degree from bogus universities from outside the state, sources told KNS. They said atleast half a dozen bogus universities have opened their ‘shops’ in different areas of the state where they ‘sell’ degrees to students. “These bogus universities sell PG degrees including B. Ed and M. Ed at handsome rates. Even one of these outside universities has been enrolling students as regulars. But the students even don’t to appear in the exams. They pay the money and get the degrees. There is nowhere mentioned in the degrees that the student wasn’t a regular at the campus which is a fraud.” A senior official of the Services Selection Board told KNS that hundreds of such candidates have appeared in recent teacher post interviews. “They figure in the final list as they have been given highest marks by the bogus universities,” he said. The University of Kashmir had on May 17, 2010 issued a circular stating that apart from IGNOU, MANUU and DOEACC distance education degrees from other universities weren’t recognized. Similarly, the UGC, apex body of Government of India regulating Universities, had issued advisory on distance education by private universities. The genuine candidates of the state who have appeared in recent teacher and other post interviews have apprehended that their career would be marred if the SSB and the government doesn’t take a quick decision. “The UGC and Supreme Court has completely banned off campus/study centre degrees of all universities across the India. To obtain B. Ed/ M. Ed degrees across the country NCTE approval is necessary as per UGC/AICTE/MHRD guidelines for the recognition of said professional courses,” they said. The candidates alleged that most of the universities including Prist University Tamil Nadu, Singhania University Rajastha and Indian Institute of Professional Studies, Lucknow are not even recognized by NCTE Delhi for pursuing B. Ed/ M. Ed degrees. “To deceive SSB and PSC, these universities have not mentioned distance mode on their marks sheets and degree certificates. However, the PSC after verifying these degrees treated all such candidates ineligible for lecturer posts,” they added. The candidates appealed Chief Minister Omar Abdullah, Education Minister, Peerzada Mohammad Sayeed and SSB Chairman, B D Baghat to look into the matter and do justice with them. “We also appeal High Court to ask the government to thoroughly probe the matter before issuing any order,” they appealed. Sources said that Higher Education Department had not allowed such candidates to appear in the interviews for contractual lecturer posts last year.
