No tatkal passport in J&K, 85% passport holders not visiting abroad

Srinagar, Sep 6 :Tatkal passport facility is still not applicable in Jammu and Kashmir, where about 85 per cent passport holders are not visiting any foreign country, Regional Passport Officer (RPO) G A Dar said today.
The tatkal passport was introduced throughout the country to help people to get passports within days after paying extra fee, he said.

However, the facility was not extended to Jammu and Kashmir and some North-Eastern states, he said adding that special instructions were issued to Jammu and Kashmir and some North-Eastern states that no tatkal passport should be issued. It is probably for security reasons, he said.
Mr Dar said, ''In case of government officials and doctors going to attend conferences abroad, we issue tatkal or temporary passports to them.'' Even students who are being selected for admission in foreign universities are also being provided passport with one year validity, he said, adding they have to submit the admission letter of that particular university.
''We also consider issuing of tatkal passport to patients who need specialised treatment in any foreign country,'' Mr Dar said.

They simply have to get a letter from Superintendent of Police (SP) concerned that he was not involved in any crime or no case is pending against him.
Mr Dar said in 2010, the passport office issued 38000 passports to residents of the Kashmir valley and Ladakh region.
He said, it has been witnessed that 85 per cent passport holders are not visiting any foreign country.

''When people are coming for renewal of passports, we are surprised that they have not visited any country,'' he said.
It has become a trend in the Kashmir valley to own a passport even if people do not have to visit any foreign country. These people delay the issuing of passport to genuine people who want to go abroad, he said.
