Govt ‘deliberately’ delaying selection of ICs: Mehbooba | ‘Former CE, law professor’s names making rounds’ | | EARLY TIMES REPORT Srinagar Sept 7 (KNS): Peoples Democratic Party president and leader of opposition in the Legislative Assembly Mehbooba Mufti Wednesday said that ‘under a well planned conspiracy selection of information commissioners was being delayed in the state.’ Talking to KNS Mehbooba said, “I’m not able to understand why the selection meetings are being postponed every now and then. It is unfortunate that the government was not taking sensitive institution like Information Commission serious. By doing so the government is doing injustice with the people who have lot of faith in the institution.” Mehbooba who is also member of the selection committee of the said that work of the Commission was immensely suffering in the absence of Information Commissioners. Observers say the Government is making little effort to appoint the two Information Commissioners in the State Information Commission, thus drastically hitting the effective implementation of the Right to Information Act. While the government recommended GR Sufi as the first Chief Information Commissioner in January this year, it is yet to appoint the two Information Commissioners to establish the full-fledged SIC. Deputy Chief Minister Tara Chand who is also member of the selection committee rejected the rumors that he intentionally missed the last meeting of the committee. “I had backache that day and doctors had advised me to rest. Some people are giving political colour to it to just settle scores with me,” he told KNS. Meanwhile, sources told KNS that government is contemplating over names of a former Chief Engineer and a professor of Law Department of Jammu University as two Information Commissioners. However, they said, there are apprehensions over the name of a retired Chief Engineer within the SIC. “A retired engineer can’t do justice in a sensitive institution like SIC as most of the cases are law related,” they added. Sources in the SIC told KNS the delay in appointing the Information Commissioners was hitting the effective implementation of the J&K RTI Act of 2009. “We are already late in implementing the legislation in J&K the way it should be. That is because the state government failed to appoint CIC in time. And now it seems least concerned on the appointment of the Information Commissioners,” they said.
